Clarifies that clinical victim support services for victims of sexual violence and abuse are a mental health outpatient services benefit required to be covered under health insurance policies offered by health insurers, mutual benefit societies, fraternal benefit societies, and health maintenance organizations. Prohibits an employer from discriminating against an employee based on the employee's status as a qualifying patient and from taking action against an employee based solely on the employee's status as a qualifying patient or if the results of the employee's drug test are positive for cannabis, subject to certain exceptions. Establishes rules, regulations, and permitting procedures for transportation network companies operating in the State. Makes permanent insurance requirements for transportation network companies and transportation network company drivers. (SD2)
Prohibits sale of polystyrene foam food service containers and the sale or service of food using polystyrene containers statewide. Authorizes the Department of Health to adopt rules for implementation including for enforcement, exemptions, and consumer education. (SB367 HD1)

Defines electric foot scooters and clarifies that laws relating to bicycles in general also apply to electric foot scooters. Requires an operator of an electric foot scooter to be at least fourteen years of age. (SD1)
Requires that if an application for pardon is not referred to the Director of Public Safety and the Hawaii Paroling Authority by the Governor, then the Governor shall provide public notice and a waiting period of fourteen days shall apply to the granting or refusing of the application for pardon. Prohibits the distribution and selling of plastic straws. Establishes a fine for individual and business violators. Requires individual violators to additionally pick up litter or perform community service. Effective 1/1/2020.
