RELATING TO MEDICAID.

Appropriates funds to the Department of Human Services to provide Medicaid coverage under the Children's Health Insurance Program for income-qualified pregnant persons and children who are otherwise ineligible due to their immigration status.

RELATING TO FIREWORKS.

Establishes the Shipping Container Inspection Program. Requires the Department of Law Enforcement to submit reports to the Legislature on implementation of the Shipping Container Inspection Program. Exempts employees of the Department of Transportation and DLE from personal liability under certain conditions. Requires any damages to container goods be borne by the State. Requires DLE and DOT to designate a site outside of the immediate port area to conduct inspections. Require the DLE to secure all illegal goods. Appropriates funds. Effective 7/1/2050. (SD1)

PROPOSING AN AMENDMENT TO THE HAWAII STATE CONSTITUTION ESTABLISHING THE RIGHT TO OWN ONE'S OWN DATA.

Proposes to amend the Hawaii State Constitution by establishing the right of each person to own and have an exclusive property right in the data they generate on the Internet.

RELATING TO RETIRED TEACHERS.

Requires retirants rehired as teachers or administrators in teacher shortage areas or in difficult-to-fill positions to be paid at least the minimum salary for their experience and qualifications. Prohibits rehired retirants from receiving additional employment benefits. Directs the Department of Education to adopt rules to identify teacher shortage areas and difficult-to-fill positions.

RELATING TO VOTING.

Requires the Office of Elections to include a notice to voters that a digital and print voter information guide is available. Requires the notice to be in thirty-two-point font and enclosed as a separate insert with each ballot. Requires the Office of Elections to maintain a notice on its website providing certain information about the voter information guide. Requires the Office of Elections to make the digital voter information guide available to the public no later than twenty-one days before the primary election and no later than fifty days before the general election. RELATING TO TREATMENT FOR MENTAL ILLNESS.

Establishes a pilot program in the Department of Health to provide intensive mobile treatment-type services, e.g., "street psychiatry", to chronically houseless adult individuals suffering from serious brain disorders like schizophrenia and schizoaffective disorder. Requires reports to the Legislature. Appropriates funds.

PROPOSING AN AMENDMENT TO ARTICLE I OF THE HAWAII STATE CONSTITUTION TO RECOGNIZE AND PROTECT THE INHERENT AND INALIENABLE RIGHT OF ALL PEOPLE TO CLEAN WATER AND AIR, A HEALTHFUL ENVIRONMENT AND CLIMATE, HEALTHY NATIVE ECOSYSTEMS, AND BEACHES.

Proposes a constitutional amendment to ensure that the inherent and inalienable right of the people, including future generations, to clean water and air, a healthful environment and climate, healthy native ecosystems, and beaches, shall be protected and shall not be infringed. (SD1)
