RELATING TO SOLID WASTE.

Requires municipal solid waste combustor ash to be disposed of only in a lined landfill. Prohibits the reuse of municipal solid waste incinerator ash for uses such as roadbuilding, fill, or construction.

RELATING TO ARSON.

Authorizes periods of imprisonment for individuals with previous arson convictions. Authorizes additional penalties for arson crimes that endanger vulnerable areas. Requires restitution for victims of arson who experienced property damage. Effective 7/1/2077. (SD1)

RELATING TO FIREWORKS.

Prohibits the sale, importation, personal use, and commercial use of all fireworks, except consumer fireworks. Removes permitting requirements for consumer fireworks.

RELATING TO TELECOMMUNICATION.

Requires the Comptroller and State Librarian to identify state office buildings, including state libraries, that can provide equitable telecommunication access to allow certain residents, including residents with disabilities, to participate remotely in legislative hearings and estimate the costs and resources, including additional staffing, to effectuate this purpose. Allows the Comptroller and State Librarian to partner with the University of Hawaii in performing these tasks. Requires a report to the Legislature. Effective 1/1/2525. (SD1)

RELATING TO WASTEWATER SYSTEMS.

Requires the Department of Health, in consultation with various agencies and professionals, to review rules and practices and propose changes that have the potential to make wastewater systems and cesspool upgrades more affordable without compromising water quality. Appropriates funds.

RELATING TO CHILD CARE.

Requires the Department of Accounting and General Services to establish and operate a Child Care Center Pilot Program on Oahu for eligible children of state employees, one in or near the state capitol and one in Kapolei. Appropriates funds. Repeals on 6/30/2030.

RELATING TO CRIME.

Specifies that the penalty for sex trafficking shall be payment of a fine of no less than $200,000 but no more than $500,000, and a definite term of imprisonment of up to 20 years without the possibility of a suspended sentence, probation, or parole. Provides that consent to sexual conduct is not a defense. Defines "sexual conduct". Specifies that a minor who commits an offense under section 712-1207(1)(a), HRS, shall be guilty of a violation instead of a petty misdemeanor. Provides that a person who reports that the person is a victim of sex trafficking shall not be subject to criminal liability for an offense involving sex trafficking or prostitution. Increases the penalties for commercial sexual exploitation of a minor. Requires DHS to implement services and programs for survivors and training for law enforcement. Appropriates funds. Requires annual report.

RELATING TO VICTIM RESTITUTION.

Requires, when a defendant is convicted of negligent homicide in the first degree for causing the death of another while driving under the influence of drugs or alcohol, that victim restitution shall include financial support to raise the decedent's surviving minor children until each child reaches the age of eighteen, or until the age of twenty-three for any child who enrolls full-time in a college, university, vocational school, or trade school, in an amount to be determined by the court and to be paid to the person responsible for raising the children. Effective 7/1/2050. (SD1)

RELATING TO THE OFFICE OF THE OMBUDSMAN.

Expands the authority of the Office of the Ombudsman by amending the definition of "administrative act" to include the lease of state agricultural lands.
