Exempts the sale of groceries that are eligible under the Supplemental Nutrition Assistance Program or Special Supplemental Nutrition Program for Women, Infants, and Children and the sale of nonprescription drugs from the general excise tax.

Creates within the Department of Health's wastewater branch a cesspool conversion section, which will be responsible for facilitating the conversion of cesspools within the State. Establishes 2.0 full-time equivalent positions within the cesspool conversion section in fiscal year 2023-2024, and 2.0 additional full-time equivalent positions within the section in fiscal year 2024-2025. Appropriates moneys.
Appropriates funds to DOA for the continued administration of the Hawaii healthy food incentive program and to provide matching funds to beneficiaries who participate in the supplemental nutrition assistance program.
Establishes the Sustainable Food Systems Working Group within the Office of Planning and Sustainable Development. Requires the Working Group to submit a plan, any recommendations for implementing the plan, and any proposed legislation to the Legislature. Appropriates funds to establish the Working Group and develop the plan and for an unspecified number of sustainability specialist positions to be employed by the Office of Planning and Sustainable Development Statewide Sustainability Branch.
Requires that cesspools within five hundred feet of certain bodies of water be upgraded, converted, or connected if sold or transferred on or after 1/1/2026.
Establishes green infrastructure objectives, policies, and priority guidelines for state facility systems, infrastructure, and transit projects in the Hawaii State Planning Act to improve the quality of life for residents and visitors. Defines green infrastructure. Requires the Office of Planning and Sustainable Development, in partnership with the greenhouse gas sequestration task force, to submit a report to the Legislature.
Establishes an income tax credit for certain cesspool upgrades. Requires upgrades to certain cesspools at the point of sale. Requires cesspools be upgraded by 2030, 2035, or 2050 depending on the cesspool's priority level. Appropriates funds.
