RELATING TO CLIMATE CHANGE MITIGATION.

Requires the department of health to establish a refrigerant management program to reduce emissions of high global warming potential refrigerants and any refrigerant that is an ozone depleting substance from operation of stationary, commercial, and industrial refrigeration equipment responsible and adopt rules for the regulation of the use of such refrigerants. Requires the state building code council to establish codes and standards consistent with the goal of reducing greenhouse gas emissions associated with hydrofluorocarbons when updating the state building code. Appropriates funds.

RELATING TO CLIMATE EQUITY.

Appropriates funds for fiscal year 2023-2024 for the development of a database and data portal from data sources detailed in the May 2022 report on social vulnerability to climate change in Hawaii to the Hawaii climate change mitigation and adaptation commission and the accompanying guide. Appropriates funds for fiscal year 2024-2025 for the maintenance and updating of the data portal.

PROPOSING AN AMENDMENT TO ARTICLE I OF THE CONSTITUTION OF THE STATE OF HAWAII TO RECOGNIZE AND PROTECT THE INHERENT AND INALIENABLE RIGHT OF ALL PEOPLE TO CLEAN WATER AND AIR, A HEALTHFUL ENVIRONMENT AND CLIMATE, HEALTHY NATIVE ECOSYSTEMS, AND BEACHES.

Proposes a constitutional amendment to ensure that the inherent and inalienable right of the people, including future generations, to clean water and air, a healthful environment and climate, healthy native ecosystems, and beaches, shall be protected and shall not be infringed.

RELATING TO AGRICULTURAL PARK LEASES.

Authorizes the Department of Agriculture to extend the lease of any lessee who holds a lease with a remaining term of fifteen years or less; provided that the land covered by the lease is twenty-five acres or less and located in a county with a population of less than five hundred thousand persons. RELATING TO AGRICULTURE ENTERPRISES.

Authorizes the Department of Agriculture to plan, design, construct, operate, manage, maintain, repair, demolish, and remove infrastructure on any lands under the jurisdiction of the department, to support and promote agriculture. Establishes an agricultural enterprise program.

RELATING TO SINGLE-USE PLASTICS.

Prohibits lodging establishments from providing personal care products in small plastic containers within sleeping room accommodations, any space within sleeping room accommodations, or bathrooms used by the public or guests. Establishes civil penalties.
