RELATING TO BOARD MEETINGS.

Requires boards to hold hybrid meetings that that allow for participation both in-person and remotely by interactive conference technology. Requires boards to archive minutes and video of meetings on their websites. Takes effect 1/1/2112. (SD1)

RELATING TO TAXATION.

For taxable years beginning after 12/31/2024, creates a nonrefundable income tax credit for qualified expenses of eligible farmers, ranchers, and fishers. (SD1)

RELATING TO CESSPOOLS.

Authorizes and appropriates funds to the Department of Health to retain qualified consultants as necessary to identify necessary public outreach and education resources and tools and develop a comprehensive public outreach strategy and website to educate homeowners and wastewater industry professionals about information and resources regarding the State's cesspool upgrade, conversion, and connection requirements and deadlines. Requires that mandatory seller disclosures in real estate transactions include whether the property has a cesspool, including the date by which state law mandates that the cesspool be upgraded, converted, or connected, and the priority level of the cesspool according to the Hawaiʻi cesspool hazard assessment and prioritization tool.

PROPOSING AN AMENDMENT TO ARTICLE I OF THE CONSTITUTION OF THE STATE OF HAWAII TO RECOGNIZE AND PROTECT THE INHERENT AND INALIENABLE RIGHT OF ALL PEOPLE TO CLEAN WATER AND AIR, A HEALTHFUL ENVIRONMENT AND CLIMATE, HEALTHY NATIVE ECOSYSTEMS, AND BEACHES.

Proposes a constitutional amendment to ensure that the inherent and inalienable right of the people, including future generations, to clean water and air, a healthful environment and climate, healthy native ecosystems, and beaches, shall be protected and shall not be infringed.

RELATING TO AGRICULTURE.

RELATING TO AUTOMATED EXTERNAL DEFIBRILLATORS.

No later than January 1, 2025, requires the Department of Accounting and General Services to install and maintain automated external defibrillators in all state buildings. Requires the Department of Accounting and General Services to provide trainings on the use of automated external defibrillators for certain state employees and security staff. Declares that the general fund expenditure ceiling is exceeded. Makes appropriations. Takes effect 7/1/2112. (SD1)

RELATED TO TOXIC CHEMICALS.

Requires state agencies that monitor environmental toxins and pollutants to establish environmental action levels (EALs) to ensure the preservation of a safe environment. Prohibits modifications to EALs unless certain procedural requirements are met. Allows any State resident to petition for modifications to an established EAL. Takes effect 7/1/2050. (SD1)

RELATING TO CESSPOOLS.

Part II: Requires certain priority level 1 cesspools to be upgraded, converted, or connected before 1/1/2035, and priority level 2 cesspools to be upgraded, converted, or connected before 1/1/2045, rather than before 1/1/2050. Part III: Appropriates funds to implement the cesspool compliance pilot grant project established pursuant to Act 153, Session Laws of Hawaiʻi 2022. Declares that the general expenditure ceiling is exceeded. Part IV: Establishes an income tax credit for the cost of upgrading or converting a qualified cesspool to a director of health-approved wastewater system or connecting to a sewerage system. (SD1)
