RELATING TO THE RESIDENTIAL LANDLORD-TENANT CODE.

Requires landlords to change or rekey all locks to a residential property before the tenant's date of initial occupancy for any lease period of six months or longer. Provides a grace period of thirty days after the tenant's date of initial occupancy.

RELATING TO THE RIGHT TO GARDEN.

Prohibits any articles of incorporation, declaration, bylaws, administrative rules, house rules, or association documents of a condominium property regime, planned community association, or homeowners' association from prohibiting or restricting the cultivation of vegetable gardens within any of its units.

RELATING TO PESTICIDES.

Requires the Department of Agriculture to use consistent units of measurement in its summary to the public on the amounts of restricted use pesticides used. Establishes a one-half mile buffer zone for pesticides around schools and state and county public parks.

RELATING TO LAHAINA WILDFIRE RECOVERY.

Establishes the Lahaina Recovery Oversight Commission within the Department of Accounting and General Services to oversee and guide the recovery of Lahaina from the 2023 wildfires. Requires the Office of Enterprise Technology Services to assist in establishing a website for the Commission. Requires annual reports. Declares that the general fund expenditure ceiling is exceeded. RELATING TO HEALTH.

Requires waste combustion facility owners to implement continuous monitoring and sampling technologies for the purposes of collecting data regarding emissions. Establishes a publicly available website hosted by the Department of Health that will track and display data collected on emissions. Requires the DOH to adjust permit limits for air contaminants based on emissions data collected. Requires reports to the Legislature. Declares that the general fund expenditure is exceeded.
