RELATING TO IMMIGRATION.

Makes an appropriation to the Judiciary to contract with nonprofit organizations to provide legal assistance and legal counsel to immigrants in determining legal status and citizenship, provide diversion to existing services, and otherwise provide counsel for existing rights. (SB227 HD2)

RELATING TO CLINICAL VICTIM SUPPORT SERVICES.

Clarifies that clinical victim support services for victims of sexual violence and abuse are a mental health outpatient services benefit required to be covered under health insurance policies offered by health insurers, mutual benefit societies, fraternal benefit societies, and health maintenance organizations. RELATING TO REBUILT VEHICLES.

Expands the definition of "rebuilt vehicle" to include vehicles that have been rebuilt after being declared a total loss due to flood damage and material damage to the vehicle's electronics. (SB822 HD1)

RELATING TO HUMAN SERVICES.

Appropriates funds for the Department of Human Services to purchase, staff, and operate two mobile outreach services to serve homeless persons; provided that one of the mobile outreach services shall be allocated to the county of Hawaii. Requires matching funds. (SB526 HD1)

RELATING TO THE YOUTH COMMISSION.

Establishes that the youth commission administrator shall administer the youth commission. Makes an appropriation to fund one full-time equivalent (1.0 FTE) permanent youth commission administrator position. Effective 7/1/2050. (SD1)

RELATING TO SCHOOL SUPPLIES.

Establishes a general excise tax holiday for consumers and businesses for school supplies sold during the weekend beginning with the last Friday in July; provided that businesses pass the savings on to consumers. (SB1158 HD1)

RELATING TO ELECTRIC VEHICLES.

Requires the Department of Business, Economic Development, and Tourism to provide rebates to persons who install a new electric vehicle charging system or upgrade an existing electric vehicle charging system. Creates, and appropriates moneys out of, the electric vehicle charging station rebate program special fund. Amends the uses of funds in the energy security special fund. (SB653 HD1)

RELATING TO CESSPOOLS.

Extends various reporting deadlines and the sunset date of the cesspool conversion working group established pursuant to Act 132, Session Laws of Hawaii 2018. Extends the lapse dates for funds appropriated to conduct a comprehensive statewide study of sewage contamination in nearshore marine areas and for research and technical assistance necessary for completion of the comprehensive cesspool conversion plan. RELATING TO THE HAWAIIAN LANGUAGE.

Directs OHA to convene a task force to determine appropriate sources for authenticating and verifying appropriate Hawaiian language usage and syntax in public documents, letterhead, emblems, and symbols and establish a process for review. Requires OHA to report to the 2020 Legislature. (SB701 HD1)
