Requires that the Hawaii Teacher Standards Board submit three nominees for its Executive Director to the Board of Education. Requires the Board of Education to appoint an Executive Director from the nominees on the list, subject to advice and consent of the Senate. (CD1)
Authorizes the Department of Education to award a high school diploma to qualified persons who did not receive a high school diploma as a result of compulsory or voluntary induction into the armed services of the United States or whose high school education was interrupted due to wartime practices during World War II, the Korean War, or the Vietnam War. Establishes the Banyan Drive Community Development District within the Hawaii Community Development Authority. Establishes the Banyan Drive Community Development District Special Fund. Specifies the powers and duties of HCDA as it relates to the District. Amends the composition of HCDA to include representatives of the District, Chairperson of the Banyan Drive Hawaii Redevelopment Agency, and a lineal descendant of the Waiakea Ahupuaa. Appropriates funds. (CD1)
Extends the sunset date of the Dwelling Unit Revolving Fund Equity Pilot Program pursuant to Act 92, SLH 2023, from June 30, 2028, to June 30, 2031. Requires any equity purchased by the Hawaii Housing Finance and Development Corporation under the Dwelling Unit Revolving Fund Equity Pilot Program to be in a for-sale housing development project within a transit-oriented development zone. Authorizes HHFDC to spend up to $20,000,000 from the Dwelling Unit Revolving Fund for the Equity Pilot Program established pursuant to Act 92, Session Laws of Hawaii 2023. (CD2)
Establishes a 5-year Hawaii Builds Pilot Program within the Hawaii Housing Finance and Development Corporation. Authorizes the use of the Dwelling Unit Revolving Fund for the Pilot Program, subject to an annual cap. Mandates interagency coordination and expedited review for projects to facilitate timely delivery of projects. Requires annual reports to the Legislature. Sunsets 6/30/2031. (CD1)
For taxable years beginning 1/1/2027: (1) increases the maximum annual and total allowable deduction for contributions to individual housing accounts for income tax deductions; and (2) increases the maximum allowable contributions for individual housing accounts to qualify for the income tax deductions. Repeals outdated language applicable to first‑time home purchases made before 1/1/1990, by persons with an individual housing account. (CD1)
Requires the Food and Product Innovation Network to integrate a coordinated food safety and regulatory framework. Requires the Agribusiness Development Corporation to establish key performance indicators for the Food and Product Innovation Network, develop a market access strategy, align and harmonize state branding initiatives, and report certain data to the Legislature. Requires the Department of Business, Economic Development, and Tourism to evaluate or adapt enterprise zone incentives in all counties to better support the Food and Product Innovation Network. Appropriates funds. (CD1)
Authorizes the Division of Animal Industry of the Department of Agriculture and Biosecurity to adopt, amend, and repeal rules to develop an evaluation and authorization process to import and transport aquatic livestock in the State. Requires the Aquaculture Program to develop a biological aquatic risk-based framework and biocontainment standards for the aquatic livestock evaluation and authorization process. (CD1)
Authorizes the Department of Land and Natural Resources to engage in certain capital improvement projects at state small boat harbors and state parks without prior approval from the Legislature and Governor for existing facilities. Requires semiannual reports to the Legislature. Sunsets five years after the effective date. (CD1)
Amends the factors a family court is required to consider in deciding whether the family court may waive jurisdiction over a minor or adult held for criminal proceedings for acts committed during the person's minority. Preserves the family court's jurisdiction over a minor transferred for criminal proceedings for subsequent acts that would otherwise be within the family court's jurisdiction. Requires the family court to retain jurisdiction over a minor if the court finds by clear and convincing evidence that the minor was trafficked, sexually abused, or raped by the alleged victim in the case before or during the commission of the alleged offense.
