Requires the department of health to accept FDA-approved, CDC-recommended tuberculosis (TB) blood tests in addition to the TB skin test for the purpose of granting a certificate of TB examination. Amends the law requiring tuberculosis clearance prior to public school entry to be in accordance with law in addition to department of health rules. Clarifies that the department of health's administrative rules regarding the use of the Mantoux tuberculin skin test or chest x-rays in obtaining a certificate of tuberculosis examination shall remain in effect until amended to include the addition of TB blood tests as an acceptable TB diagnostic.

Appropriates funds for the healthy aging partnership program to further the program's important role in improving the health and well-being of Hawaii's kupuna.

Appropriates funds to the department of human services to create one full-time program specialist position within the adult protective and community services branch to oversee the foster grandparent program and senior companion programs in Maui county.

Requires the strategic plan developed by the Hawaii Interagency Council for Transit-oriented Development to require that every development or redevelopment plan for any state property within one-half mile of the Honolulu rail transit system evaluate the suitability for affordable housing based on certain specifications, unless the council determines that housing is not feasible or desirable on a particular property. Allows a developer to build fewer housing units than required at one state parcel if the developer builds additional housing at another state parcel within one-half mile of a rail station to offset the reduction. Authorizes the issuance of general obligation bonds for construction and infrastructure development projects to provide affordable housing units for middle class and low income residents. Allows moneys from the conveyance tax and the county surcharge on state tax to be used to repay the bonds.

Requires the state building code council to adopt net zero energy capability standards for new single-family residential construction. Requires all new single-family residential construction to be net zero capable by 1/1/2019.

Requires the department of land and natural resources to develop a department telephone hotline intake training program and upgrade its telephone hotline to enable the department to efficiently and effectively receive information and respond to information and reports relating to the department's duties and responsibilities. Requires the division of conservation and resource enforcement of the department of land and natural resources to enter into memoranda of understanding with other law enforcement agencies to provide twenty-four-hour service through an existing law enforcement dispatch center. Appropriates funds to the department of land and natural resources to upgrade its telephone hotline and establish four full-time equivalent (4.0 FTE) permanent civil service positions to provide intake services for the department of land and natural resources' telephone hotline twenty-four hours a day, seven days a week.

Increases the rates for certain conveyance tax categories. Increases the percentage of conveyance tax to be paid into the rental housing revolving fund for the financing of affordable rental housing development. Repeals the statutory cap on the disposition of conveyance taxes dedicated for deposit into the rental housing revolving fund. (SD1)

Establishes a temporary food security task force at the national disaster preparedness training center at the University of Hawaii to develop an emergency food plan that addresses certain food security issues resulting from an emergency, catastrophic event, or quarantine. Makes an appropriation.

Allows annual condominium education trust fund fees to be used for binding arbitration of condominium disputes.
