In any county where one-third or less of the county's land is classified in the state agricultural district, prohibits: the creation of a condominium property regime on agricultural land 25 acres or greater; a condominium property regime on agricultural land from being amended to allow a single-family dwelling; the subdivision of agricultural land 25 acres or greater for the purpose of creating a condominium property regime; and any project consisting of single-family dwellings created as a condominium under chapter 514B, HRS, or a planned community association under chapter 421J, HRS, in class A or B agricultural lands. Takes effect 7/1/2050. (SD2)

Appropriates moneys for the HPHA to hire an additional security guard at Kalihi Valley homes.

Appropriates funds for the land use commission to establish one full-time equivalent (1.0 FTE) planner IV position to monitor and ensure compliance of any conditions required by the land use commission regarding land use within the four major land use districts. (SD1)

Establishes a temporary task force for the purpose of creating a single definition of "bona fide agricultural producer" to be used across state government or creating different definitions to be applied for different uses. Requires a report to the legislature. Makes an appropriation.

Prohibits counties from charging for automatic fire sprinkler or automatic fire sprinkler system inspections in any HHFDC housing projects. Makes permanent the prohibition on counties from requiring installation or retrofitting of automatic fire sprinklers in new or existing one or twofamily dwelling units used only for residential purposes. Repeals the prohibition on counties from requiring installation or retrofitting of automatic fire sprinklers in nonresidential agricultural and aquacultural buildings and structures located outside an urban area. Takes effect on June 29, 2017.

Requires the University of Hawaii at Manoa to provide its nonsupervisory blue collar employees in collective bargaining unit (1) and supervisory blue collar employees in collective bargaining unit (2), or one of their family members, with tuition waivers comparable to the tuition waivers provided to faculty and their family members. Effective 5/12/2059. (SD1)

Authorizes the board of land and natural resources to transfer the operation, administration, management, and maintenance of Honokohau small boat harbor to a community-based board of Hawaii county, a public-private partnership, or a private organization. Appropriates funds for repairs and maintenance of the harbor.

Requires the department of health to create and maintain an online information portal making available to the public by January 1, 2018, the information published annually in the Healthcare-Associated Infections in Hawaii report. Requires the department to update the portal annually.

Creates the Civilian Unmanned Aerial Systems Volunteer Corps as part of the Hawaii Emergency Management Agency to assist the state or counties when there is a need for disaster relief.

Requires a mutual benefit society to allow a special meeting to be called upon the written request of not less than one thousand of its members.
