Requires franchisees to disclose their non-participation in advertising campaigns of the franchisor in which discounts or promotions are offered. Prohibit franchisors from limiting or restricting the disclosures.
Beginning January 1, 2020, bans the import for profit, sale, and offer for sale of any cosmetic in the State, if the final product or any component of the product was developed or manufactured using animal testing performed on or after January 1, 2020.
Authorizes a registered pharmacist to dispense an opioid antagonist pursuant to a standing order without any other prescription. Requires the standing order to limit the dispensing of an opioid antagonist to certain individuals or a harm reduction organization. Establishes that the practice of pharmacy includes the dispensing of an opioid antagonist pursuant to a standing order. Requires the board of pharmacy to identify the pharmacists who are authorized to dispense an opioid antagonist and annually review the dispensing practices of pharmacists who dispense the opioid antagonist pursuant to a standing order.
Appropriates funds for the hiring of a coordinator and for interisland travel and operating expenses of the P-20 Agriculture Education Working Group within the University of Hawaii at Manoa College of Tropical Agriculture and Human Resources. Outlines the duties of the working group and opens participation in the working group to additional persons and entities.
Establishes an electric vehicle tax credit. Requires that all vehicles used by agencies of the State be electric vehicles by 2030.
Allows taxpayers a twenty-five per cent income tax deduction for amounts received as rent from recipients of the housing choice voucher program.
Establishes that possession of recently stolen property, with no satisfactory explanation, is prima facie evidence of knowledge that the property has been stolen.
Expands the required qualifications that applicants may fulfill as part of the requirements for dental licensure to include passage of any other nationally recognized clinical dental examination recommended by the American Dental Association and dental licensure in another state; provided that the applicant meets specific qualifications.
Proposes amendments to the state constitution to provide for referendum.
Increases the fine to not more than $1,000 for passing or overtaking a school bus on a state highway while the bus is stopped and its visual signals are turned on.
