Establishes an income tax credit for taxpayers who lease housing to certain low-income tenants. Takes effect on 7/1/2050. (SD1)
Establishes a Coastal Erosion Proactive Adaptation Plan Task Force, to be assisted by an Advisory Group, to develop a Coastal Erosion Proactive Adaptation Plan for streamlined and proactive shoreline permitting procedures that better mitigate impacts to Hawaii's coastal zone and lower the costs to public and private permit applicants. Appropriates funds to support the task force and establish one full-time equivalent (1.0 FTE) position in the Office of Planning to administer the coastal erosion proactive adaptation plan task force. Adds the chairperson of the Hawaiian Homes Commission or the chairperson's designee to serve as an ex officio, voting member of the Commission on Water Resource Management.
Establishes a collective bargaining unit for graduate student assistants employed by the University of Hawaii. Takes effect on 1/1/2051. (SD1)
Allows an employee to take family leave in addition to victim leave for leave to seek safety, medical attention, or victim services related to domestic or sexual violence against the employee or the employee's minor child. Requires the employee to submit certification and employer confidentiality of information except under certain conditions. (SB1046 HD1)
Establishes an offense of knowingly capturing, taking, possessing, abusing, entangling, or killing a shark in state marine waters, along with penalties and fines. Expands the existing prohibition on knowingly capturing or killing a manta ray in state marine waters to apply to all rays and to also include knowingly taking, possessing, abusing, or entangling a ray. Provides certain exemptions. (SD2)
Raises the minimum age requirement to enter into marriage from sixteen to eighteen years of age. Removes the parental consent and written approval by the family court requirements for a minor to marry. Requires, rather than permits, the family court to declare void the marriage contract on the ground that the parties, or either of them, had not attained the legal age of marriage at the time of the marriage. Removes spousal cohabitation after the parties attain legal age as an exception for an annulment based on nonage. Makes conforming amendments. (SD1)
Includes objectives and policies and implementation guidelines for planning for the lei of green in the Hawaii State Planning Act. Appropriates funds for costs associated with researching, compiling, and submitting the status report on the lei of green policy, including (1.0) FTE temporary planner position within the Office of Planning. Establishes that the youth commission administrator shall administer the youth commission. Makes an appropriation to fund one full-time equivalent (1.0 FTE) permanent youth commission administrator position. Effective 7/1/2050. (SD1)
Requires an owner or occupier of agricultural land to notify the Land Use Commission of the agricultural uses for which land was subdivided. Grants the Commission enforcement authority over conditions, restrictions, uses, and subdivision of agricultural lands, including the right to enter and inspect lands, issue orders, and impose fines or liens for violations. Appropriates funds. (SD2)
