Establishes penalties for failure to comply with certain submerged land reclamation regulations. Adds requirements for presently reclaimed land to be disposed of by the Board of Land and Natural Resources, without recourse to public auction, to an abutting owner, by sale, or by lease. Provides requirements for the Board to lease state submerged lands and lands beneath tidal waters.

Requires the court to appoint an attorney to represent the respondent in a guardianship petition. Requires the court appointed attorney to meet with the respondent at least once prior to the guardianship petition hearing.

Establishes a general excise tax exemption for the gross proceeds or income from the sale of groceries that are eligible under the Supplemental Nutrition Assistance Program, regardless of the means of purchase and the SNAP eligibility of the purchaser, and prescription drugs.

Appropriates funds for a state civil service position to draft rules that implement and clarify the intent of chapter 195D, Hawaii Revised Statutes, work with applicants for incidental take licenses to develop their projects to minimize and mitigate incidental take of threatened and endangered species to the maximum extent practicable, and effectively track and monitor funds and expenditures related to habitat conservation plans and perform other tasks to benefit the recovery of threatened and endangered species. Transfers jurisdiction and management of the parking lot surrounding Iolani Palace from the department of accounting and general services to the department of land and natural resources. (SD1)

Appropriates funds for the department of land and natural resources to devise an appropriate plan to create a hiking trail from Malaekahana state park, along the coast, to Turtle Bay Resort passing makai of the James Campbell National Wildlife Refuge and continuing from Kawela Bay along the coast of Waialee to Sunset Beach. Takes effect 12/31/2050. (SD1)

Requires the Hawaii climate change mitigation and adaptation commission and coordinator to assist the State and counties with developing and implementing various sea level rise adaptation plans and climate change mitigation efforts. Appropriate funds to support the Hawaii climate change initiative.

Appropriates funds for flooding remediation by the engineering division of the department of land and natural resources on Tax Map Key (3) 2-3-023:006 to be expended by the department of land and natural resources. Effective 7/1/2050. (SD1)

Requires the state building codes to incorporate the International Green Construction Code and minimum requirements for the recycling, reuse, donation, and resale of non-hazardous construction waste.

Establishes the ALOHA homes authority to facilitate the development of low-cost homes for sale to Hawaii residents on state-owned and county-owned land near rail stations of the Honolulu rail transit system, to be known as the urban redevelopment district. Establishes guidelines within the urban redevelopment district. Establishes provisions related to the sale of leasehold interest of ALOHA homes. Exempts land owned by the authority from the definition of public lands in section 171-2, HRS. Exempts development by the authority from school impact fees. Establishes the ALOHA homes authority special fund. Authorizes the ALOHA homes authority to adopt rules pursuant to chapter 91, Hawaii Revised Statutes.
