Requires at least twenty thousand housing units be developed near the rail station nearest to the aloha stadium. Requires a minimum of eighty per cent of those housing units to be priced as affordable.
Lowers the age a person can be exempt from jury duty from eighty years of age or older to seventy-five years of age or older.
Requires every employer to post and keep posted a notice, to be prepared and prescribed by the civil rights commission, of state fair employment laws.

Expands authorized expenditures from the Hawaii green infrastructure special fund to include energy-efficient air conditioning. Appropriates funds and authorizes the department of education to borrow funds from the green infrastructure loan program for heat abatement.
Requires that advertisements for rates for transient accommodations include all mandatory fees, except for taxes imposed by the State or county.
Allows for and appropriates funds for the state department of defense Hawaii emergency management agency to assemble twenty-five civilian community teams to assist communities during emergencies and disasters and to hire a coordinator to help establish, train, and assist the teams.
Removes non-commercial motor vehicles from those vehicles required to obtain a certificate of inspection.
Designates the Hawaii children's discovery center as the State of Hawaii Children's Museum.
