RELATING TO COMMUNITY MEETINGS.

Exempts members of a county council from the limitation on the number of members that may attend an informational meeting or presentation on matters relating to official board business, including a meeting of another entity, legislative hearing, convention, seminar, or community meeting. Clarifies that such meetings shall be meetings that are open to the public for purposes of permitted interactions.

RELATING TO AFFORDABLE HOUSING.

Requires the Hawaii public housing authority to develop and implement a pilot project to establish a boarding house for those transitioning out of homelessness or re-entering the workforce. Requires a report to the legislature. Appropriates funds.

RELATING TO THE REGENTS CANDIDATE ADVISORY COUNCIL.

Transfers the candidate advisory council for the board of regents of the University of Hawaii from the University of Hawaii to the office of the governor. Amends other provisions relating to the candidate advisory council. Sunsets 6/30/2024.

RELATING TO THE OFFICE OF HAWAIIAN AFFAIRS' PRO RATA SHARE OF THE PUBLIC TRUST LAND.

Requires the Department of Land and Natural Resources to use certain reporting and accountability procedures in implementing the public land trust reporting requirements of Act 178, Session Laws of Hawaii 2006. Requires the Department of Land and Natural Resources to consult with the Office of Hawaiian Affairs to ensure that the accounting and reporting is accurate and inclusive.

RELATING TO EDUCATION.

Requires each public or private school to have staff trained in the administration of epinephrine. Requires signs at schools stating the symptoms of anaphylaxis and the proper method for administering epinephrine. Appropriates funds.

RELATING TO FOOD LABELING.

Establishes, beginning January 1, 2021, labeling requirements for any food or raw agricultural commodity sold in the State that contains a genetically engineered material, or was produced with a genetically engineered material; establishes exceptions; establishes violations; and requires director of health to adopt rules.

RELATING TO GENETIC ENGINEERING.

Prohibits the planting of a genetically engineered seed or plant part in an open field. Allows the chairperson of the board of agriculture to grant an exception where such planting is done in a controlled environment.

RELATING TO SEIZURE DISORDER.

Requires schools to have an employee trained to administer seizure disorder rescue medication. Exempts schools that do not have a student with a seizure disorder. Requires a seizure action plan for every diagnosed student and distribution of the plan to employees charged with supervising the student. Requires all principals, guidance counselors, and teachers to perform self-review of seizure disorder materials annually. Makes an appropriation.
