Reactivates the individual development account contribution income tax credit for the five-year period from 2021 through 2025. Amends provisions regarding state-funded individual development accounts. Appropriates funds to the department of human services.

Lowers the age of crimes against seniors to sixty years of age, and makes certain criminal offenses against seniors applicable regardless of the perpetrator's knowledge of the victim's age.
Prohibits courts from requiring a monetary bail as a condition for release when a person is charged with a petty misdemeanor, a traffic violation, or an equivalent offense under county ordinance, except under certain circumstances.
Requires the director of transportation to establish the autonomous vehicles testing program. Requires the program to authorize the testing of a vehicle in the State by an automated driving system. Exempts a vehicle with an engaged automated driving system from licensure. Provides protocol in case of an accident involving an autonomous vehicle. Requires a vehicle equipped with an automated driving system to be properly titled, registered, and insured. Preempts the counties from regulating the testing of autonomous vehicles that is in addition to regulation provided in state statute.
Amends various provisions related to the licensure of midwives. Allows certified nurse midwives and direct-entry midwives to refer to themselves as "midwives". Allows a traditional midwife to practice midwifery under certain conditions. Repeals the repeal date for chapter 457J, Hawaii Revised Statutes.
