Requires DHS to establish a neighbor islands blind and visually impaired service pilot program to provide services and training for blind and visually impaired neighbor island residents. Appropriates funds. Repeals 06/30/2022. (SD1)
Clarifies the scope of practice for licensed physical therapists to include the practice of dry needling. Requires the board of physical therapists to certify qualified licensed physical therapists to perform dry needling and designate requirements to perform dry needling. Allows the board of physical therapists to revoke or suspend a physical therapist's license for performing dry needling incorrectly, without proper training or certification, or in a manner that would likely harm a patient. Effective 7/1/2050. (SD1)
Permits a bicyclist to proceed through an intersection from a right turn only lane if they cannot safely merge into the traffic lane, provided they signal intention to merge left. Permits a bicyclist to proceed in a right turn only lane when approaching an intersection, even if they do not intend to turn right, provided that they do not pass a stopped vehicle and that they exercise reasonable safety when passing a moving vehicle. Authorizes a civil cause of action by a vulnerable adult for financial exploitation of a vulnerable adult. Allows attorney's fees and costs and punitive damages. Establishes degrees and classes of felonies for financial exploitation of an elderly person or disabled adult. Establishes a presumption of financial exploitation.
Requires the Auditor to conduct a comprehensive performance audit of the University of Hawaii Community College system and report its findings to the 2021 legislature. Appropriates funds.
Requires the Department of Agriculture to adopt rules to protect the welfare of livestock transported to, from, or between any island of Hawaii. Requires the department to adopt interim rules.
Establishes the air freight inspection, quarantine, and eradication service fee and charge and corresponding fund to finance inspection, quarantine, and eradication activities relating to air freight that arrives at the State's airports. Transfers plant quarantine branch employees stationed at airports from the department of agriculture to the department of transportation.
Expands the circumstances where a minor may consent to no cost emergency shelter and related services to include cases where the provider is coordinating with child welfare services.
Requires providers authorized to prescribe opioids to discuss with patients certain risks associated with controlled substances that are opioids prior to issuing initial opioid prescriptions for the treatment of acute pain. Requires providers to include a note acknowledging the discussion of the risks associated with opioids in the patient's medical record.
Appropriates funds for the renovation and repurposing of the Guensberg building at the Hawaii state hospital for a secure residential co-occurring treatment program.
