RELATING TO VOTING.

Part II: Allows an individual who is seventeen years of age but will be eighteen years of age on or before the next state or local general election to register and vote at the state or local primary election immediately preceding that state or local general election. Takes effect upon ratification of an appropriate constitutional amendment. Part III: Provides that in the case of an unopposed candidate in any state or local election, the candidate's name shall appear on the general election ballot.

RELATING TO HEALTH.

Requires a chronic pain medication agreement to be executed between a patient and any prescriber of a narcotic drug within the State for use as chronic pain medication under certain conditions. Requires the administrator of the narcotics enforcement division to develop and make available a template of a chronic pain medication agreement for use in the State. Specifies the contents of the template. Requires prescribers to establish assessments of treatment goals for each chronic pain medication agreement. Excludes certain patients and providers from the chronic pain medication agreement requirements.

RELATING TO MARIJUANA.

Legalizes the personal use, possession, and sale of marijuana in a specified quantity. Requires licensing to operate marijuana establishments. Subjects marijuana establishments to excise taxes and income taxes.

RELATING TO FAMILY LAW.

Temporarily requires parties in a divorce proceeding to refrain from moving a child from a county of residence, removing the child from school, interfering with custodial arrangements, or discontinuing payments on financial obligations. Expedites mediation and financial and property disclosure.
