RELATING TO TAXATION.

Authorizes a county with a population greater than 500,000 to extend the county surcharge on state tax to December 31, 2047. Requires a county that uses the surcharge on state tax for a mass transit project to submit quarterly progress reports to the legislature. Permits counties to use the surcharge on state tax for infrastructure for affordable housing and transit-oriented development. Authorizes the legislature to hold revenues collected from the surcharge on state tax for county use by concurrent resolution. Deducts twenty-five per cent of the amount from the gross proceeds of a county's surcharge on state tax for costs associated with handling the assessment, collection, and disposition of the county surcharge on state tax, and the construction of transit-oriented development and other related transportation projects.

RELATING TO PUBLIC SAFETY.

RELATING TO FILM AND DIGITAL MEDIA INDUSTRY DEVELOPMENT.

Amends the Motion Picture, Digital Media, and Film Production Income Tax Credit by providing an additional credit amount for qualified production costs in a county with a population of 700,000 or less, provided that certain hiring criteria are met; requiring the taxpayer to verify the county of residence of local hires; and extending the repeal of the credit until January 1, 2024.

RELATING TO SOIL CONTROL.

Requires any person initiating a land disturbing activity to present a conservation plan for the activity to the affected neighborhood board or equivalent body prior to initiating the activity.

RELATING TO CHILD PROTECTION.

Specifies certain rights of a parent or guardian after the department of human services receives a report concerning child abuse or neglect. Requires written notice to be provided to a parent or guardian at the time of any initial face-to-face-contact with a child's parent or guardian regarding reported child abuse or neglect.

RELATING TO THE DEPARTMENT OF LAND AND NATURAL RESOURCES.

Requires the department of land and natural resources to develop a department telephone hotline intake training program and upgrade its telephone hotline to enable the department to efficiently and effectively receive information and respond to information and reports relating to the department's duties and responsibilities. Requires the division of conservation and resource enforcement of the department of land and natural resources to enter into memoranda of understanding with other law enforcement agencies to provide twenty-four-hour service through an existing law enforcement dispatch center. Appropriates funds to the department of land and natural resources to upgrade its telephone hotline and establish four full-time equivalent (4.0 FTE) permanent civil service positions to provide intake services for the department of land and natural resources' telephone hotline twenty-four hours a day, seven days a week.

RELATING TO THE HAWAII HEALTH AUTHORITY.

Requires the Hawaii Health Authority (HHA) to submit an updated comprehensive health plan to the Legislature. Appropriates funds for the hiring of an executive director and other staff and other expenses necessary for HHA to carry out its duties and responsibilities.
