RELATING TO THE TRANSIENT ACCOMMODATIONS TAX.

Requires that all mandatory fees charged by a transient accommodation operator to a guest or resort time share vacation plan manager to an occupant be included in the gross rental or gross rental proceeds for purposes of the transient accommodations tax. Requires operators and plan managers to identify optional fees that are not subject to the transient accommodations tax to guests and occupants when rental rates and services are disclosed or discussed.

RELATING TO VOTER REGISTRATION.

Requires an affidavit on application for voter registration to be included as part of the application for driver's licenses and civil identification cards. Prevents processing of application for driver's licenses or civil identification cards unless voter affidavit is complete or declined. Clarifies that applicant who does not want information electronically transmitted to office of elections must affirmatively decline to register to vote.

RELATING TO ELECTIONS.

Prohibits campaign contributions from certain entities to members of the legislature during the legislative session, for five days following adjournment sine die, and during a special session. Prohibits a member of the legislature from knowingly soliciting or accepting a contribution from a lobbyist or a lobbyist's principal during a legislative session, for five days following adjournment sine die, and during a special session. Prohibits fundraisers for any member of the legislature to be held during any regular legislative session, for five calendar days after adjournment sine die, and during a special session. Takes effect on 1/1/2018.

RELATING TO ETHICS.

Requires lobbyists and their clients to make monthly disclosures during any month the legislature is in session, and a report for June 1 through December 31. Adds required disclosures regarding lobbying events, contractual relationships with legislators, and campaign contributions. Requires the governor, lieutenant governor, and legislators to file their financial disclosures by January 31 after the beginning of the regular legislative session. Requires certain state employees to disclose contractual relationships with lobbyists and their clients. Amends the definition of "administrative action" to include granting or denying an application for a business- or development-related permit, license, or approval and the procurement of goods and services through contracts covered by the procurement code. Requires the state ethics commission to accept electronically filed documents.

RELATING TO MARIJUANA.

Authorizes the counties to adopt ordinances to legalize marijuana cultivation, possession, sale, transfer, and use, for persons over the age of twenty-one. Clarifies that penal code provisions pertaining to drug and intoxicating compounds offenses do not apply to counties that have adopted ordinances legalizing marijuana and adopted administrative rules to regulate marijuana.

RELATING TO HEALTH CARE.

Appropriates funds to improve the health care services related to cardiac care at Kona community hospital, including the construction of a hybrid catheterization lab and operating room and funding of cardiology staff positions to alleviate the lack of care.

RELATING TO ENERGY.

Establishes and appropriates funds for an alternative energy research and development pilot program that authorizes the high technology development corporation to provide matching grants of up to fifty per cent to Hawaii awardees of alternative energy research grants from the Office of Naval Research.

RELATING TO THE STATEWIDE TRAFFIC CODE.

Prohibits smoking in a motor vehicle in which a minor is present. Requires the Department of Health to report on the enforceability of the prohibition and coordination of data collection efforts of the respective law enforcement agencies.

RELATING TO SPECIES CONSERVATION.

Requires the Department of Land and Natural Resources to include in its annual report the impacts of incidental take license issuances on the status and likelihood of survival of the individual species and the cumulative impacts on the full range of species of the specific island for which incidental take licenses have been issued. Appropriates funds to the department to assess the cumulative effects and detail them in its annual report.
