Appropriates funds for the healthy aging partnership program to further the program's role in improving the health and well-being of Hawaii's kupuna.
Requires the driver of any motor vehicle that is involved in an accident and in possession of a mobile electronic device at or near the time of the accident to, at the request of a police officer, submit the mobile electronic device to the police officer for the sole purpose of field testing of the device. Establishes procedures to allow police officers responding to a motor vehicle accident to field test a mobile electronic device. Imposes penalties if a driver of the motor vehicle involved in an accident fails to submit the driver's mobile electronic device for the field testing.
Requires pharmacy benefit managers to notify contracting pharmacies of changes to maximum allowable costs by the National Drug Code fifteen days prior to the change. Requires pharmacy benefit managers to disclose where an equivalent drug can be obtained at or below the maximum allowable cost, when a maximum allowable cost appeal is upheld on appeal. Requires pharmacy benefit managers to: allow contracting pharmacies to reverse and rebill claims if the pharmacy benefit manager establishes a maximum allowable cost that is denied on appeal; and pay the difference to the contracting pharmacies. Permits contracting pharmacies to decline to dispense a drug if the reimbursement is less than the acquisition cost. Permits the insurance commissioner to suspend a pharmacy benefit manager's certification if the manager does not comply with state law. Requires the Department of Health to annually report to the legislature and any other state agency on appeals and disposition.
Limits liability for volunteers maintaining or repairing cemetery grounds. Requires the director of commerce and consumer affairs, in consultation with the comptroller, to develop strategies for the upkeep, repair, and maintenance of Sunset Memorial Park in Pearl City, Oahu. Requires report to Legislature. (SD1)
Beginning January 1, 2019, requires all health plans in the State, including EUTF health plans and medicaid managed care programs, to provide coverage for the treatment of homelessness. Requires the department of human services to seek a section 1115 waiver to amend the state medicaid plan to include housing and supportive housing services for chronically homeless individuals.
Adds dementia training and a passing score on an examination on that training as an option for the recertification of nurse aides working in state-licensed and state-certified health care settings other than medicare or medicaid certified nursing facilities.
Requires the State to encourage people to reduce their greenhouse gas emissions through the installation of on-site renewable energy systems, energy efficiency systems, and energy storage systems. (SD1)
Establishes procedures for the use of administrative and disciplinary segregation in correctional institutions. Takes effect 1/1/2025. (SD1)
Repeals the Hawaii tourism authority's authority to establish an information and education program to inform the public on tourism and tourism-related problems and its authority to encourage the development of tourism educational training and career counseling programs. Makes the salaries of officers, agents, a sports coordinator, and employees in accordance with chapters 76 and 78, HRS.
