Ensures that state and county planning efforts for the delivery of services to the aged or disabled share budgets, data, insights, strategies, goals, and definitions of success and recommendations. Reforms and improves the timely movement of funding and approvals to ensure that there are no delays in the delivery of services.
Authorizes the Department of Human Services to contract the services of a dedicated capture manager responsible for securing grant and other funding opportunities for the Department of Human Services. Makes an appropriation. Repeals on 6/30/2020.
Requires the Corrections Population Management Commission to meet at least once per quarter. Expands the commission membership to include a substance abuse or mental health expert and an advocate for incarcerated individuals. Requires the Department of Public Safety to provide commission members with access to internal information and the authority to conduct spot checks on correctional centers and facilities. Requires the commission's annual report to include a summary of the commission's decisions and data and status updates for commission recommendations.
Amends the law authorizing the issuance of a limited purpose driver's license, limited purpose provisional driver's license, or a limited purpose instruction permit to applicants who voluntarily choose to obtain a non-compliant REAL ID licensing credential.
Changes personal injury protection benefits under the motor vehicle insurance law from a required coverage to a required optional coverage for active duty military personnel stationed in the State.
Makes an appropriation to DOH for the kupuna care program.
Adopts section 199A of the Internal Revenue Code pertaining to qualified business income.
Requires the department of health to publish information that encourages food manufacturers, processors, and retailers to use standard terminology that clarifies food safety and quality dates when labeling food products.
Requires the department of health to create and maintain an online information portal making available to the public by January 1, 2019, the information published annually in the Healthcare-Associated Infections in Hawaii report. Requires the department to update the portal annually.
Establishes an income tax credit for the actual costs of construction and renovation of a residential housing property or a bed and breakfast that complies with residential housing visitability standards. Applies to taxable years beginning after 12/31/2018. (SD1)
