Eliminates the mortgage interest deduction for second homes under Hawaiʻi income tax law. Requires the Department of Taxation to calculate the savings and report the revenue gained to the Director of Finance by September 1 of each year.

Establishes a Hawaiʻi Hemp Task Force to inform public policy and identify methods and actions to best support Hawaiʻi agriculture and build a hemp industry to support rural economic development.
Establishes a food manufacturer tax credit. Defines "qualified taxpayers" as manufacturers that produce valued-added products using local crops. Applies to taxable years beginning after 12/31/2023.
Establishes within the Department of Agriculture, an Aquacultural Area Lease Program for the purpose of identifying state facilities, state lands, and state marine waters that are suitable for use and lease as commercial aquacultural areas. Allows agencies having control and management of identified aquacultural areas to lease the facilities, lands, and waters to the Department of Agriculture for the purposes of the Act. Allows the program to use the moneys in the Aquaculture Development Special Fund to carry out the purposes of the Act and requires the revenues obtained from aquacultural area leases to be deposited into the Aquaculture Development Special Fund. Imposes penalties and civil and criminal liabilities. Exempts the program from being subject to the Hawaiʻi Ocean and Submerged Lands Leasing Act.
Conforms county debt limit statements law to permit counties to exclude tax increment bonds from the debt limit of the counties if a constitutional amendment authorizing the use of tax increment bonds and excluding tax increment bonds from determinations of the Counties' funded debt is ratified. Requires certain patients subject to emergency hospitalization to be assessed to determine whether a surrogate or guardian is needed to make appropriate health care decisions for the patient.
Requires the Department of Agriculture to establish, implement, and administer a meat and poultry inspection program. Appropriates funds for the establishment, implementation, and administration of the program. Effective 6/30/3000. (HD1)
Authorizes the School Facilities Authority of the Department of Education to disregard any ordinance or rule related to the use, zoning, planning, or development of land to which the authority holds title or for any construction on land to which the authority holds title.
Exempts the sale of groceries that are eligible under the Supplemental Nutrition Assistance Program or Special Supplemental Nutrition Program for Women, Infants, and Children and the sale of nonprescription drugs from the general excise tax.
Establishes a Dam and Reservoir Working Group to ensure and enhance the continued availability and operation of dams and reservoirs in the State.
