MAKING AN APPROPRIATION TO IMPLEMENT THE RECOMMENDATIONS OF THE TASK FORCE ON MOBILITY MANAGEMENT, ESTABLISHED PURSUANT TO ACT 214, SESSION LAWS OF HAWAII 2013.

Makes an appropriation to the Department of Transportation to implement the recommendations of the statewide Mobility Management Task Force, established pursuant to Act 214, Session Laws of Hawaiʻi 2013, in consultation with the Aging and Disability Resource Center of the Executive Office on Aging and other stakeholder groups. RELATING TO HEALTHCARE PRECEPTORS.

Amends the definition of "preceptor" and "volunteer-based supervised clinical training rotation" to improve accessibility for providers to receive income tax credits for acting as preceptors. Includes the Director of Health as a member of the Preceptor Credit Assurance Committee.

RELATING TO WASTE DISPOSAL FACILITIES.

Prohibits the construction, modification, or expansion of any waste or disposal facility for hazardous waste or solid waste on land that is near or above a significant aquifer as determined by the Department of Health in consultation with the Commission on Water Resource Management. Effective 6/30/3000. (HD1)

RELATING TO AQUACULTURE.

Requires the University of Hawaiʻi Sea Grant Program to contract with an independent consultant to establish a five-year plan to develop goals, objectives, and an operational plan with budgets and timelines to strengthen and grow the aquaculture industry in the State. Appropriates funds. (SD1)

RELATING TO THE GENERAL EXCISE TAX.

Gradually reduces the general excise tax rate imposed on the retail sale of groceries and nonprescription medication over a period of four years until eliminated in calendar year 2027. Preserves the county surcharge on tax and the general excise tax on wholesales of groceries and nonprescription medication. Effective 1/1/2024.

RELATING TO AFFORDABLE HOUSING.

Temporarily exempts affordable housing projects under certain circumstances from specific state and county fees and exactions related to discretionary approval or ministerial permitting, except fees and costs payable to the Hawaiʻi Housing Finance and Development Corporation and the rates and fees of the various boards of water supply. Repeals 6/30/2028. Effective 6/30/3000. (HD2)

RELATING TO ADVANCING CIVIC ENGAGEMENT.

Requires the Public Access Room to establish and maintain an outreach and engagement program for primary, secondary, post-secondary, and community education and appropriates funds for one full-time equivalent (1.0 FTE) position to assist in effectuating this requirement. Requires the Department of Education and University of Hawaiʻi to assign appropriate staff to coordinate with the Public Access Room with respect to the outreach and engagement program. RELATING TO DIRECT INSTRUCTIONAL SERVICES TO STUDENTS.

Requires that appropriations allocated to Department of Education programs that provide instructional services directly to students shall remain within the budget of the program to which they were originally allocated and that the retention of an appropriation shall not be used by the department as a basis for reducing a program's future budget requirements.
