Requires the Department of Health to limit unannounced inspections to investigate complaints pertaining to client or patient abuse or life- or health-threatening danger at certain state-licensed or state-certified care facilities and establishes requirements to file complaints against the care facilities. Requires relicensing inspections of certain care facilities to be scheduled.
Establishes and appropriates moneys for an immigrant services and access unit within the Office of Community Services. Effective 1/1/2050. (SD1)
Authorizes operators of motorcycles to utilize the lane shoulders that are at least three-feet-wide with the concurrent use of emergency flashers on interstate highways as authorized by the Department of Transportation. Requires the Department of Transportation to create and implement traffic control devices to designate the lane shoulder for motorcycle use during peak traffic hours. Takes effect 7/1/2050. (SD1)
Increases the refundable food/excise tax credit. Applies to taxable years beginning after 12/31/22.
Requires the Department of Business, Economic Development, and Tourism to establish a grant program to assist persons who use albizia trees to create usable commercial products or are developing ways to use albizia trees to create usable products. Requires the Department of Business, Economic Development, and Tourism, in consultation with certain academic units of the University of Hawaiʻi, to study economically feasible ways in which businesses may use albizia trees to produce usable commercial products, including housing, throughout the State. Appropriates moneys.
Establishes within the Department of Land and Natural Resources a water security working group to study and recommend priority capital improvement projects for legislative consideration and approval that leverage public-private investment to increase Hawaiʻi's water security. Makes an appropriation.
Requires the Department of Labor and Industrial Relations to conduct a study on paid sick leave. Requires a report to the Legislature. Appropriates funds for the study. Effective 1/1/2050. (SD1)
Proposes amendments to the Constitution of the State of Hawaiʻi to expressly provide that the Legislature may authorize the Counties to issue tax increment bonds.
Requires the Office of the Auditor to conduct a comprehensive management and financial audit of the Hawaiʻi Tourism Authority and the Department of Business, Economic Development, and Tourism, specifically relating to the Request for Proposals regarding destination brand marketing and management services to the State for the United States major market area.
