RELATING TO OFFICE OF HAWAIIAN AFFAIRS ELECTIONS.

Requires two at-large seats to reside in an urban district and two at-large seats to reside in a rural district. Requires one urban district candidate and one rural district candidate to be elected in any election cycle. Changes the term of the member who receives the lowest number of votes in the 2018 general election to serve a term of two years and a term of four years after the general election of 2020. Takes effect upon approval; provided that part I shall take effect on January 1, 2020. (SD1)

RELATING TO EDUCATION FUNDING.

Requires the committee on weights to submit a report to the legislature detailing any changes to the funding formula within thirty days of the change. (SD1)

RELATING TO MEDICAL CANNABIS.

Allows the University of Hawaii John A. Burns school of medicine with support from the department of health to collect data from voluntary qualifying patients, maintain a database, and conduct research and development regarding the efficacy of medical cannabis use in the State and related health outcomes. Makes an appropriation.

RELATING TO TOWING.

Requires owners or operators of ticket issuing machines to list a customer service number on the machine. Requires a person who is parking in a stall that is paid for by a ticket issuing machine to contact the owner or operator of the machine if the machine is inoperable within two hours to avoid being subject to towing. Requires the owner or operator of the inoperable ticket issuing machine to provide an attendant at the machine within thirty minutes. Prohibits a towing company from towing a vehicle that is parked in a parking stall that would otherwise require a person to pay for parking by means of a ticket issuing machine if the machine is inoperable if certain conditions are met. RELATING TO AGING.

Ensures that state and county planning efforts for the delivery of services to the aged or disabled share budgets, data, insights, strategies, goals, and definitions of success and recommendations. Reforms and improves the timely movement of funding and approvals to ensure that there are no delays in the delivery of services.

RELATING TO MOTOR VEHICLES.

Expands the definition of "aftermarket motorcycle frame" to include a frame that was built as a hobby and retrofitted with certain features to be in compliance with all applicable Federal Motor Vehicle Safety Standards. Requires a county director of finance to register a motorcycle with an aftermarket motorcycle frame that meets all registration requirements.

RELATING TO DRIVER'S LICENSING.

Amends the law authorizing the issuance of a limited purpose driver's license, limited purpose provisional driver's license, or a limited purpose instruction permit to applicants who voluntarily choose to obtain a non-compliant REAL ID licensing credential.

RELATING TO THE GENERAL EXCISE TAX.

Exempts gross receipts from the sale of mobility enhancing equipment, durable medical equipment, prosthetic devices, prescription drugs sold pursuant to a doctor's prescription, diabetic supplies, medical oxygen, and human blood and its derivatives from the general excise tax. Amends the definition of "prosthetic device" to include devices worn on the body. Amends the definition of "prescription drugs".

RELATING TO HISTORIC PRESERVATION.

Requires the department of land and natural resources to place markers in the State to indicate significant sites in the life of President Barack Obama. Appropriates funds.

RELATING TO TAXATION.

Requires marketplace providers to collect general excise and use tax on taxable retail sales that the marketplace provider facilities for marketplace participants to customers after a certain threshold. Applies to taxable years after December 31, 2016.
