Establishes a medical aid in dying act that establishes a regulatory process under which an adult resident of the State with a medically confirmed terminal disease may obtain a prescription for medication to be self-administered to end the patient's life. (SD2)
Repeals the Hawaii tourism authority's authority to establish an information and education program to inform the public on tourism and tourism-related problems and its authority to encourage the development of tourism educational training and career counseling programs. Makes the salaries of officers, agents, a sports coordinator, and employees in accordance with chapters 76 and 78, HRS.
Amends the definition of "quality assurance committee" to include committees established by long-term care facilities, skilled nursing facilities, assisted living facilities, home care agencies, hospices, and authorized state agencies. Allows for the creation of a quality assurance committee outside of a single health plan or hospital.
Allows the board of land and natural resources to waive costs associated with a right-of-entry permit for ocean recreation-related tournaments and ancillary services.
Appropriates funds to the University of Hawaii at Hilo for research and other activities related to rat lungworm disease. Conditions release of the funds on the University submitting a report to the legislature listing the specific research and activities it plans to undertake. Requires the University, along with the Department of Health, Department of Land and Natural Resources, Department of Agriculture, and Joint Rat Lungworm Task Force, to create a statewide plan for the eradication and prevention of rat lungworm disease.
Authorizes the issuance of general obligation funds to be appropriated to the Dwelling Unit Revolving Fund to allow the Hawaii housing finance and development corporation to finance various housing development and infrastructure projects.
Restricts foreign non-residents from acquiring residential property with a value of $2,000,000 or less within the State.
Authorizes the board of land and natural resources to provide qualified coastal landowners, who have privately owned structures situated on previously private land that has become submerged public land due to erosion and sea level rise, with short duration term easements at values determined by the board to enable these landowners to consider alternatives to ultimately relocate these private structures landward of the sea level rise exposure area. Applies retroactively to 07/01/2012.
