Requires the Department of Education to employ individuals as vocational, technical, or career pathway teachers. Authorizes Department of Education teachers to instruct vocation, technical, or career pathway classes without possessing an applicable bachelor's degree.

Increases the term that the Hawaiʻi Community Development Authority may lease certain property from sixty-five to ninety-nine years. Retains terms for leases of ceded lands at sixty-five years.
Appropriates funds to the Department of Health to purchase one advanced life support ambulance to be based on the island of Molokai, and related equipment, and pay related personnel costs for state-certified emergency medical services personnel. (SD1)
Establishes notice requirements for employers under Hawaiʻi's Workers' Compensation Law. Requires employers who deny the compensability of an employee's injury to submit a written report supporting the denial to the Director of Labor and Industrial Relations within a specified period. Requires employers to furnish to the injured employee up to $10,000 for medical care, services, and supplies for the period immediately following the injury and so long as reasonably needed or until the employer files a written report with the Director denying the compensability of the injury, whichever is earlier. Clarifies that failure to give an employer notice of an employee's injury does not bar a claim for compensation if any person having authority in the interest of the employer had knowledge of the injury.
Requires certain individuals attempting to serve as child custody evaluators to complete a training course on the dynamics of domestic violence every three years and submit a letter or certificate of completion of the training course to the Family Court. Effective 12/31/2050. (SD1)
Establishes an accelerator program within the Hawaiʻi Technology Development Corporation. Amends the reporting requirements for Hawaiʻi Technology Development Corporation's manufacturing and development program. Requires the Hawaiʻi Technology Development Corporation to submit annual reports to the Legislature regarding the outcomes of the research and development program.
Requires the Hawaiʻi Public Housing Authority to conduct a study identifying certain state-owned lands located within a one-half mile radius of any rail mass transit station, including lands owned by the Office of Hawaiian Affairs and excluding lands under the jurisdiction of the Department of Hawaiian Home Lands, that are most suitable for constructing at least one hundred thousand housing units. Appropriates funds to the Hawaiʻi Public Housing Authority to conduct the study, or contract services to conduct the study. Effective 6/30/3000. (HD1)
Creates a temporary income tax credit for taxpayers who sell real property to owner-occupants. Takes effect 03/22/2075. (SD1)
Prohibits hospitals and health care facilities to permit or require health care providers to provide services for any period after the health care provider has been on duty for sixteen consecutive hours or an aggregate of eighty hours during any period of seven consecutive days, until the health care provider takes at least ten consecutive hours of time off-duty. Clarifies that the terms and conditions of a collective bargaining agreement will prevail, if in conflict with this prohibition. Defines health care facility, health care provider, and hospital.
Requires each county's Director of Finance, in consultation with the County Examiner of Drivers, to establish an Interpreter Services Program to assist Compact of Free Association citizens with utilizing the services provided by the Department of Motor Vehicles of each county. Appropriates funds.
