Prohibits the Governor or a Mayor from suspending requests for public records or vital statistics during a declared state of emergency. Allows for a reasonable delay in an agency's response to a request as a result of extenuating circumstances.
Establishes the photo noise violation monitoring system law. Establishes the Photo Noise Violation Monitoring System Program to enforce the State Community Noise Code, implemented by the State on any state or county highways within the respective county. Allows the State to establish and implement a photo noise violation monitoring system imposing monetary liability on the registered owner of a motor vehicle for failure to comply with the State Community Noise Code. Establishes fines. Establishes the Photo Noise Violation Monitoring System Program Special Fund. Requires annual reports to the Legislature. Prohibits the use, ownership, and sale of excessively loud vehicles. Increases maximum fines. Appropriates funds.
Establishes an inter-division program between the State Historic Preservation Division, Land Division, Office of Conservation and Coastal Lands, Island Burial Councils, and the Office of Hawaiian Affairs that addresses the location, movement, and restoration of Hawaiian burial sites or ‘iwi, exposed or likely to be exposed to coastal erosion. Requires the Department of Health to establish and implement a program to improve and increase support for emergency medical services in the State. Requires the Department of Health to submit reports to the Legislature. Appropriates funds.
Appropriates funds for one full-time equivalent (1.0 FTE) engineer position and one full-time equivalent (1.0 FTE) planner position within the Department of Health's Wastewater Branch to support processing of individual wastewater systems applications.
Allows the Department of Education to create temporary positions under certain conditions. Amends the requirement that the Department of Education report the creation of temporary positions to the Department of Budget and Finance by requiring that the report also be sent to the Legislature.
Establishes a surcharge on the conveyance tax upon the transfer or conveyance of prolonged vacant property.
Requires each executive branch department to: identify existing and planned facilities that are vulnerable to sea level rise, flooding impacts, and natural hazards; assess options for mitigating the impacts of sea level rise to existing and planned facilities; establish staff level points of contact to improve interagency coordination for sea level rise adaptation, flooding, and resilience; and submit annual reports to the Governor, Legislature, and Hawaiʻi Climate Change Mitigation and Adaptation Commission. Establishes a Business Activity Water Catchment System Working Group within the Department of Health to assess the feasibility of allowing business owners in the State to utilize filtered water collected by water catchment systems for business activities. Requires the Business Activity Water Catchment System Working Group to report its findings and recommendations to the Legislature before the Regular Session of 2025 and dissolve on June 30, 2025.
