Increases the Motion Picture, Digital Media, and Film Production Income Tax Credit for qualified productions when certain percentages of its below-the-line positions are persons who file income tax returns in the State.

Beginning on January 1, 2024, permits manufacturers of investigational drugs or biological products to make these drugs and products available to terminally ill patients under certain conditions. Effective 12/31/2050. (SD1)
Creates the Department of Housing. Places the Hawaiʻi Community Development Authority, Hawaiʻi Housing Finance and Development Corporation, Office of Planning and Sustainable Development, and Hawaiʻi Public Housing Authority under the Department of Housing for administrative purposes. Replaces the Director of Business, Economic Development, and Tourism with the Director of Housing on the Hawaiʻi Community Development Authority. (SD1)
Establishes priority for projects that are awarded funds from the Rental Housing Revolving Fund that are owned by the State or an organization obliged to reinvest financial surplus generated by a completed project into a newly constructed housing project. Requires the Hawaiʻi Housing Finance and Development Corporation to amend Hawaiʻi Administrative Rules to award application criteria points to projects that fulfill certain criteria and prioritize applicants who have demonstrated accelerated full repayment of past State housing loans. Establishes an income tax credit for qualified media facilities and infrastructure projects. Requires annual reports to the Legislature. Increases the motion picture, digital media, and film production income tax credit for qualified productions that are entirely produced in the State. Changes the cap amount and aggregate cap amount of the motion picture, digital media, and film production income tax credit to unspecified amounts.
Adjusts the method by which the department of human services shall calculate payments to providers of medical care and long-term supports and services. Appropriates funds.
Establishes the Hawaiʻi Residential Developers Loan Corporation and the Hawaiʻi Residential Developers Loan Special Fund for the purpose of enhancing credit and guaranteeing and insuring loans made by private financial institutions to developers of residential housing for Hawaiʻi residents who will be owneroccupants and who own no other real property. Appropriates funds. (SD1)
Establishes the Hawaiʻi Educational Expenditure Trust Fund as a separate fund of the Department of Education for improving the education of, and supporting the programs benefiting, the students of the Hawaiʻi public school system.
Designates Limu Kala (Sargassum echinocarpum) as the official Hawaiʻi state limu. Effective 07/01/2050. (SD1)
Allows the department of agriculture to extend the agricultural park lease of any lessee who holds a lease with a remaining term of 15 years or less; provided that the land covered by the lease is 25 acres or less, located in a county with a population of less than 500,000, and in active agricultural production.
