Requires counties to grant building permits within sixty days if the application is stamped and certified by a licensed engineer and architect and other certain conditions are met. (SD1)

Establishes and appropriates funds for an artificial intelligence government services pilot program to provide certain government services to the public through an internet portal that uses artificial intelligence technologies.
Authorizes the Board of Education to consider qualified individuals with at least an associate's degree or high school diploma with comparable education and coursework, industry experience, and content expertise to teach career and technical education courses.
Authorizes the Department of Hawaiian Home Lands to administer an undivided interest Lease Award Program for beneficiaries on the homestead lease waiting list who are sixty years old or older or terminally ill, under certain conditions. Requires the Department of Hawaiian Home Lands to adopt rules by a certain date. Takes effect on either the date of the Secretary of the Interior's notification that congressional approval of this Act is unnecessary, or on the date of consent by the United States Congress. (SD1)
Increases from $2,000 to $2,240, the minimum amount of guaranteed compensation required for an individual employed by and an employer who is exempt from the State's Wage and Hour Law.
Amends the appropriation of Act 279, SLH 2022, to conform its lapsing provision by 1 year, to conform to constitutional limitations. Appropriates moneys to the Department of Hawaiian Home Lands for fiscal year 2024-2025 to give practical effect to the legislative intent behind Act 279. Declares that the general fund expenditure ceiling will be exceeded.
Amends the definition of "preceptor" to include physician assistants, registered dietitians, and social workers. Amends the definition of "volunteer-based supervised clinical training rotation" to clarify that preceptors may be compensated for the provision of standard clinical services during supervised clinical trainings. Amends the definition of "eligible student" to include physician assistants, registered dietitians, and social work students. Includes the Director of Health as a member of the Preceptor Credit Assurance Committee.
Requires retail crediting for energy exports enrolled in grid services programs, whereby energy exported to the electrical grid past a participating customer-generator's point of common coupling from photovoltaic solar systems paired with battery storage as part of a utility-controlled grid service program would be credited at the full retail rate of electricity for the relevant time period.
Makes an appropriation to the Hawaiʻi Public Housing Authority for the rehabilitation, remodeling, renovation, and repair of a certain number of housing units. Declares that the general fund expenditure ceiling is exceeded. (SD1)
Requires the Hawaiʻi Public Housing Authority to conduct a study identifying certain state-owned lands located within a one-half mile radius of any rail mass transit station, including lands owned by the Office of Hawaiian Affairs and excluding lands under the jurisdiction of the Department of Hawaiian Home Lands, that are most suitable for constructing at least one hundred thousand housing units. Appropriates funds to the Hawaiʻi Public Housing Authority to conduct the study, or contract services to conduct the study.
