Establishes within the Department of Land and Natural Resources a Makua Valley task force to prepare for the transition of the management of the Makua military reservation from the United States Army upon the expiration of the Army's lease for the land. Requires a report to the Legislature.

Makes an appropriation to the Hawaiʻi Housing Finance and Development Corporation for the establishment and hiring of one full-time equivalent (1.0 FTE) project manager III position to aid in the development of affordable housing options in the State. Declares that the general fund expenditure ceiling is exceeded. (SD1)
Disallows dividends paid deduction for real estate investment trusts, except for real estate investment trusts that provide affordable housing in the State. Applies to taxable years beginning after 12/31/2024. Sunsets 12/31/2027.
Designates all University of Hawaiʻi system campuses as voter registration agencies as defined in the National Voter Registration Act. Requires the Chief Election Officer to use data concerning voter registration and election participation to study voter registration, absentee voting, and provisional voting trends by age, race, and class to improve youth voter registration and election participation. Allows student identification cards issued by the University of Hawaiʻi system to be used to register to vote. Designates all University of Hawaiʻi campuses as voter service centers.
Restricts any county from disapproving or imposing certain conditions on the development of a housing development project or emergency shelter unless the county meets certain requirements. (SD1)
Makes an appropriation to the University of Hawaiʻi for the relocation and expansion of the University of Hawaiʻi Maui College, Molokai Education Center.
Prohibits a condominium unit owner, resident, tenant, or their guests, or any person acting on behalf of the unit owner, from harassing or interfering with board members, managing agents, resident managers, association employees, or vendors contracted by the association, in the performance of any duty or in the exercise of any right or power granted under chapter 514B, HRS, or the governing documents of the association.
Requires the establishment of a One-Stop Student Service Center at each University of Hawaiʻi campus with student enrollment greater than five thousand students beginning in the Fall 2025 semester. Requires that services provided by the One-Stop Student Service Center not reduce existing services or resources. Requires a report to the Legislature. Declares that the general fund expenditure ceiling is exceeded. Makes an appropriation.
Transfers oversight of the Hawaiʻi Convention Center and the Hawaiʻi Convention Center Enterprise Special Fund from the Hawaiʻi Tourism Authority to the Department of Accounting and General Services.
