RELATING TO FIREARMS.

Requires a person to report the person's lost, stolen, or destroyed firearms to the appropriate county police department. Establishes penalties for failure to report and false reporting.

RELATING TO FIREARMS.

Establishes uniform firearms safety and training requirements for applicants of permits to acquire firearms, regardless of firearm type. Prohibits the issuance of permits to acquire firearms to aliens who are not state law enforcement officers. Requires a fee of not less than $100 for permits, or applications for permits.

RELATING TO WAGES.

Increases the penalty for employers who fail to pay the wages of their employees in accordance with the State's wage and hour law and payment of wages and other compensation law, to a class C felony. Adds a minimum penalty of $500 per violation. (CD1)

RELATING TO WELLNESS.

Establishes a temporary office of wellness and resilience within the office of the governor. Authorizes the office of wellness and resilience to address issues and implement solutions to improve wellness and resilience, including issues and solutions identified by the trauma-informed care task force. RELATING TO PROCUREMENT.

Establishes a procurement services consolidation working group to develop a plan for the phased in consolidation, under the state procurement office, of all state executive branch procurement services and staff within five years, except those of the Hawaii Health Systems Corporation, University of Hawaii, and Office of Hawaiian Affairs. Requires the working group to recommend ways to attract high-quality procurement professionals to the State. Appropriates funds. (CD1)

RELATING TO PUBLIC SCHOOL LAND TRANSFER.

Directs the conveyance to the Department of Education of certain lands used for public schools and held by the counties of Kauai and Maui, the State, and the Department of Land and Natural Resources. Requires legislative approval prior to the sale, gift, or alienation of the fee simple title to lands held by the Department of Education. (CD1)

RELATING TO TAXATION.

Expands the renewable energy technologies income tax credit to include firm renewable energy systems and long-duration renewable energy storage systems. Caps the amount of credit that may be claimed by a tax payer and the total amount of tax credits for certain firm renewable energy systems and long-duration renewable energy storage systems that may be claimed in a taxable year . Specifies that the income tax credit is available for eligible systems that are placed in service before 1/1/2046. (CD1)
