Requires the department of health to adopt rules by 6/30/2026 for amplified sound on public and private property where decibel weighted levels exceed current standards for zoning districts and residential properties where noise is excessive during certain times.

Establishes a career and technical education working group to strengthen career and technical education in the State's public schools. Makes an appropriation.
Prohibits an employer from discriminating against a person in hiring, termination, or any term or condition of employment based on the person's status as a medical cannabis registry card holder, under certain conditions. Authorizes an employer to use a fit-for-duty test for medical cannabis qualifying patients in potentially dangerous occupations. Exempts certain occupations.
Requires the State of Hawaii Plant and Animal Declaration Form to be distributed, completed, and transmitted electronically.
Prohibits using geographic origins of coffee in labeling or advertising for roasted or instant coffee that contains less than a certain percentage of coffee by weight from that geographic origin, phased in to a minimum of fifty-one per cent after 7/1/2025. Prohibits use of the term "All Hawaiian" in labeling or advertising for roasted or instant coffee not produced entirely from green coffee beans grown and processed in Hawaii.
Defines the term Hawaiian language with regard to Hawaii's official languages and requires that every effort shall be made to accommodate Hawaiian speakers and readers. Authorizes Department of Education schools to offer Hawaiian language as the sole indigenous language of the Hawaiian Islands. Appropriates funds to the State Public Charter School Commission to study the Hawaiian language and for the publication of educational resource materials for native speakers of the Hawaiian language. Appropriates funds.
Transfers the Culinary Institute of the Pacific from the University of Hawaii to the Department of Business, Economic Development, and Tourism as an administratively attached agency.
Reduces the amount transferred to the works of art special fund from 1% to 0.5% of all state fund appropriations for capital improvements designated for the construction cost element.
Establishes a three-year New Waste Management Solution and Cesspool System Demonstration Pilot Program within the University of Hawaii Water Resources Research Center to examine and demonstrate new wastewater and cesspool technology systems; implement those technologies in demonstration projects in areas across the State that are identified as Priority Level 1 in the 2021 Hawaii Cesspool Hazard Assessment and Prioritization Tool Report; and establish a similar ranking system for prioritization levels for the islands of Molokai, Lanai, and Niihau. Requires the University of Hawaii Water Resources Research Center to submit reports to the Legislature. Appropriates funds for the pilot program.
Creates a new category of professional licensure for associate physicians, which are recent medical school graduates who have passed certain medical exams but have not been placed into a residency program and who work under the supervision of a licensed physician to provide primary care in medically underserved areas. Prescribes the scope of practice of associate physicians. Creates requirements for collaborative practice agreements between associate physicians and collaborating physicians. Authorizes associate physicians to prescribe certain controlled substances.
