RELATING TO GENETIC INFORMATION PRIVACY.

Establishes the Hawaii Genetic Information Privacy Act. Requires direct-to-consumer genetic testing companies to adhere to certain requirements pertaining to the collection, use, and disclosure of genetic data. Establishes fines for violations. Allows the Office of Consumer Protection to bring civil action against violators. (CD1)

RELATING TO RENEWABLE ENERGY.

Establishes a state energy policy that requires at least 33.33 per cent of renewable energy to be generated by firm renewable energy. Establishes requirements for the State to maintain a diversified renewable energy portfolio. Amends statutory provisions to achieve firm renewable energy generation for each island. Excepts geothermal energy production from limitations on energy production from a single renewable energy source. Prohibits fossil fuel generation after December 31, 2045, except in circumstances where unavailability of renewable fuels would require limited use of fossil fuels to maintain grid reliability. Requires the Office of Planning and Sustainable Development to update the energy state functional plan. Requires the Hawaii Natural Energy Institute to conduct a study on the minimum percentage of firm renewable energy. Appropriates funds. (CD1)

RELATING TO COMPUTER SCIENCE.

Allows Department of Education students to fulfill graduation requirements by taking world language, fine arts, career and technical education, or computer science courses. Establishes a scholarship at the University of Hawaii to encourage students majoring in education to take a computer science course. Requires the University of Hawaii to establish computer science pathways for students majoring in education. Requires teacher licensing and certification to include computer science. Appropriates funds. (CD1)

RELATING TO ZERO EMISSION VEHICLE FUELING REBATES.

Establishes the zero-emission vehicle fueling system rebate program. Establishes the rebate amount for the installation or upgrade of a hydrogen fueling system at $200,000. Establishes a hydrogen fueling system subaccount within the public utilities commission special fund. Reduces the allocation that the energy systems development special fund receives from the environmental response, energy, and food security tax from 8 cents to 5 cents and allocates the difference to the hydrogen fueling system subaccount. RELATING TO BROADBAND INFRASTRUCTURE.

Requires each public housing project and state low-income housing project that is built or reconstructed after 1/1/2023, to include all broadband infrastructure necessary for tenants to have access to broadband service. (CD1)

RELATING TO UNDERGROUND STORAGE TANKS.

Beginning 7/1/2022, prohibits issuance of permits for future large capacity underground storage tank systems mauka of the underground injection control line. Beginning 7/1/2022, prohibits operation of, and renewal of permits for, large capacity underground storage tank systems located mauka of the underground injection control line, except for maintenance necessary to safely support defueling, environmental requirements, operations directly related to defueling or actions required in emergency situations. RELATING TO RENEWABLE ENERGY.

Requires the Public Utilities Commission to contract with a qualified consultant conduct a study on the accessibility of Hawaii's electric system and procedures for interconnection to Hawaii's electric system. Requires a report to the Legislature no later than twenty days prior to the convening of the Regular Session of 2023. Appropriates funds. (CD1)

RELATING TO PUBLIC PROCUREMENT.

Authorizes the office of administrative hearings, where it is determined that an award of a contract is in violation of law and the award is rescinded and the contract, if executed, is terminated or declared null and void, to award the government contract to the next lowest bidder or next responsible offeror, if certain conditions are met. (CD1)
