Repeals the requirement that the annual general fund budget appropriation for the University of Hawaiʻi shall be 3 to 5 times the estimated regular tuition and related fee revenues for that year.

Requires the University of Hawaiʻi to submit annual reports of all university employees who performed work from a location outside of the State during the applicable year to the legislature no later than December 31 of that year. Effective 6/30/3000. (HD1)
Requires the State Art Museum to provide opportunities for the counties and private organizations located in Hawaiʻi to display art through loan arrangements with the State Foundation on Culture and the Arts under the Arts in Public Places Program. Provides that art loans to a non-museum or public institution may be subject to a fee determined by the State Foundation on Culture and the Arts. Provides that artists who reside in Hawaiʻi receive selection preference for the Arts in Public Places Program. Requires a report to the Legislature. Effective 7/1/2050. (SD2)
Requires the Governor to ensure that the Governor's program memoranda accurately reflect the current responsibilities of certain state programs, address the current and future needs of the State, and align with budget-related submittals. Effective 6/30/3000. (HD1)
Requires all places of public accommodation constructed after 12/31/23, and state building construction projects bid after 6/30/24, to provide one or more universal changing accommodations at each family restroom; provided that state building construction projects shall only be required to provide universal changing accommodations where feasible and cost effective. Provides exemptions for hardship. Makes a violation of the universal changing accommodations requirement an unlawful discriminatory practice. Creates a private cause of action for a violation, with defined remedies. Effective 6/30/3000. (HD2)
Establishes the Hawaiʻi Film Commission in the Department of Business, Economic Development, and Tourism. Amends the administration and extends the sunset date of the motion picture, digital media, and film production income tax credit to 1/1/2038. Establishes a new film studio tax credit. Requests and appropriates funds for the Auditor to conduct a performance and financial audit of the Hawaiʻi State Film Office. Transfers all rights, powers, functions, and duties of the Hawaiʻi State Film Office to the Hawaiʻi Film Commission. Appropriates funds for one fulltime equivalent executive director position within the Hawaiʻi Film Commission. Effective 7/1/2050. (SD1)
Requires the technology services consolidation working group to, by 6/30/2024, decommission the office of enterprise technology services' data center located in the Kalanimoku building; relocate the entire office of enterprise technology services data center to an interim primary, secure, and resilient facility; and, by 6/30/2028, use cloud storage to securely store all state electronic data, with any cloud storage servers or other systems or hardware having their primary production system located within the State; provided that software-as-a-service solutions provided only outside the State are not subject to this restriction. Requires a report by the technology services consolidation working group. Extends to 6/30/2028 the dissolution date of the technology services consolidation working group. Establishes requirements for procurement contracts for information technology-related projects. Effective 7/1/2050. (HD1)
Authorizes qualifying patients and qualifying out-of-state patients to transport cannabis between islands of the State for personal medical use; provided that no individual or entity shall be required to violate federal law. Requires the Department of Transportation to adopt rules for the interisland transport of controlled substances within the State. Effective 6/30/3000. (HD1)
