RELATING TO ECONOMIC DEVELOPMENT.

Establishes the Access to Local Food Act to allow cottage food operations to sell cottage food products, under certain conditions, upon receiving a permit from the Department of Health. Effective July 1, 2050. (SD1)

RELATING TO EARLY LEARNING.

Appropriates funds for the preschool open doors program and executive office on early learning to expand access to preschool and to implement program changes required by previous acts. Requires DHS to provide reimbursements to providers participating in the preschool open doors program and adjust the reimbursement rates at least once every two years. Expands the types of entities from which a preschool open doors service provider may obtain accreditation. Expands the preschool open doors program and public prekindergarten program application process to eligible three-year-old children. Authorizes the preschool open doors special fund to accept federal funds. Effective 6/30/3000. (HD2)

RELATING TO THE DEPARTMENT OF BUSINESS, ECONOMIC DEVELOPMENT, AND TOURISM.

Authorizes the Department of Business, Economic Development, and Tourism to acquire and hold title to or contract to acquire by grant or purchase real, personal, or mixed property; to clear, improve, and rehabilitate and to sell, assign, exchange, transfer, convey, lease, dispose, or encumber the property; and acquire property by condemnation. RELATING TO THE UNIVERSITY OF HAWAII COMMUNITY COLLEGES.

Requires the University of Hawaiʻi Vice President for Community Colleges to report directly to the Board of Regents. Appropriates funds to the University of Hawaiʻi Community Colleges for the continuation of the Hawaiʻi Community College Promise Program and to establish thirty-one full-time equivalent Security Officer positions for the community colleges. RELATING TO THE PHYSICAL THERAPY COMPACT.

Adopts the physical therapy compact effective 7/1/3025. Requires the department of commerce and consumer affairs to adopt rules to implement and administer the compact. Requires applicants for physical therapist or physical therapist assistant licensure to submit a full set of electronic fingerprints for criminal history record checks and authorizes the department of commerce and consumer affairs to conduct these criminal history record checks. Appropriates funds. Effective 12/31/2050. (HD1)

RELATING TO TAXATION.

Temporarily reinstates the technology infrastructure renovation tax credit. Expands the definition of "technology-enabled infrastructure" to include data servers. Requires a report from the department of taxation analyzing the tax implications for specified exemptions and exclusions from chapters 237 and 238, HRS. Effective 6/30/3000. (HD1)
