Reduces the amount transferred to the works of art special fund from 1% to 0.5% of all state fund appropriations for capital improvements designated for the construction cost element.

Excludes from the charter school per-pupil funding calculation all amounts relating to programs that provide comparable benefits for all public school students regardless of whether the student is a Department of Education school student or a public charter school student.
Beginning 7/1/2025, requires the Department of Land and Natural Resources State Historic Preservation Division to contract its review of proposed state projects, and projects affecting historic properties to third party consultants if the projects involve the development of affordable housing and the division, after an initial evaluation, determines it will not be able to complete its review within sixty days. Establishes requirements for qualified third parties providing review services. Requires the project proponent to pay for the reasonable fee requirements of the third party consultant. Allows the project proponent to contract or sponsor with any county, housing authority, non-profit organization, or person, to meet the third party fee requirement. Requires the Department to publish a draft of its proposed rules within one year and within one year thereafter, present its proposed final rules to the Board of Land and Natural Resources. (SD1)
Requires the Department of Land and Natural Resources to approve or deny an application for a special activity permit for aquatic research within ninety days from the date that it was submitted. Appropriates an unspecified amount of funds for the establishment of two full-time equivalent (2.0 FTE) positions within the Division of Aquatic Resources to support the special activity permit review process. Amends the definition of "historic property" to require that the property meets the criteria for inclusion in the Hawaiʻi Register of Historic Places or has important value to Native Hawaiians or other ethnic groups of the State due to associations with cultural practices once carried out, or still carried out, at the property or associations with traditional beliefs, events, or oral accounts that are important to history, traditional practices, and cultural identity. Establishes and appropriates moneys for a food and product innovation network office within the Agribusiness Development Corporation. Establishes a food and product innovation network advisory council to advise the administrators of the food and product innovation network office.
Proposes a constitutional amendment to specify that reapportionment shall be based on the resident population, as counted in the decennial United States census for the respective reapportionment year, rather than the permanent resident population. (SD2)
Defines the term Hawaiian language with regard to Hawaiʻi's official languages and requires that every effort shall be made to accommodate Hawaiian speakers and readers. Authorizes Department of Education schools to offer Hawaiian language as the sole indigenous language of the Hawaiian Islands. Appropriates funds to the State Public Charter School Commission to study the Hawaiian language and for the publication of educational resource materials for native speakers of the Hawaiian language. Designates the Vice President for Budget and Finance and Chief Financial Officer of the University of Hawaiʻi as the Chief Procurement Officer for the University and appropriates funds for the transition. Appropriates general obligation bond funds to University of Hawaiʻi, Systemwide Support (UOH900) to renew, improve, and modernize facilities. Effective 7/1/2050. (SD2)
