Appropriates funds to the High Technology Development Corporation for the Small Business Innovation Research Program. Effective 7/1/2050. (SD1)
Requires boundary amendments reflected in certain county plans to be approved by a county land use decision-making authority, with concurrence but without further action of the Land Use Commission. For all areas of planned growth subject to such boundary amendments, requires agencies responsible for providing public infrastructure to prepare budgets that prioritize funding for public infrastructure in those areas of planned growth.
Requires the Hawaii housing finance and development corporation to coordinate with other state agencies to develop lands owned or administered by the State within one mile of transit station sites. Requires that developments on parcels or groups of contiguous parcels of state land with an area of at least ten acres include a certain percentage of affordable housing units reserved for residents or families at specific income levels. Expands the membership of the pesticide advisory committee to include a representative from the DOE, each county mayors' office, a medical expert, and a non-governmental organization scientist. Expands the duties of the pesticide advisory committee to include establishment of state standards for chronicity, recommendation to the legislature of specific changes to the State's pesticide laws and regulations, expansion of the good neighbor program, and establishment of a comprehensive buffer zone policy for the State.
Clarifies the definition of "underserved" or "at-risk" children as it relates to the priority given to these children for the Preschool Open Doors program. Provides that priority among undeserved or at-risk children shall be given to children whose family income is at or below 350 per cent of the federal poverty level. (SB1189 HD1)
Requires resident managers to be licensed by the department of commerce and consumer affairs prior to engaging in community association management for a condominium association. Requires the department to establish the licensure requirements for resident managers.
Allocates $2,000,000 of annual transient accommodations tax revenues to DHS to contract with provider agencies operating or managing a homeless facility or any other program for homeless persons in tourism-impacted areas. Takes effect 1/1/2018. (SD1)
Specifies that certain provisions of the Internal Revenue Code related to at-risk rules and deductions and to passive activity loss do not apply with respect to claims for the state low-income housing tax credit. Appropriates funds to establish one position in the Hawaii Housing Finance and Development Corporation to oversee the Low-Income Housing Tax Credit Program.
Amends the appointment process of certain members of the Hawaii Tourism Authority's (Authority) Board of Directors (Board). Clarifies the Authority's reporting and disclosure of specific information. Requires the Board to develop policies and procedures on approving expenditures of excess or carryover funds. (SB1084 HD1)
Expands the National Board Certification Incentive Program to provide monetary incentives to school psychologists. Authorizes continuing bonuses for school psychologists in certain designated schools that improve and no longer carry a certain designation.
