Transfers all powers, duties, and obligations held by the Hawaii strategic development corporation to the high technology development corporation.
Corrects an error in the Supplemental Appropriations Act of 2016 to clarify that the Kaho‘olawe island reserve commission is affiliated with the county of Maui, rather than the county of Hawaii.

Requires twenty per cent of the department of human services' annual medicaid budget to be used for housing-related services and other permanent supportive services for homeless individuals with mental illness or substance use disorders. Requires the department to seek a section 1115 waiver from the Centers for Medicare and Medicaid Services.
Requires advertisements or displays for sunscreen containing oxybenzone in the State to include a conspicuously displayed statement that the use of oxybenzone in nearshore waters poses serious hazards to coral and reef health.
Requires principal brokers in a brokerage firm to ensure that: associated real estate licensees and other staff who assist in providing management services for common interest communities are responsive to requests from owners regarding association-related finances, documents, records, and information; and any request from the real estate commission to distribute commission-generated information, materials, or documents to an association, a board of directors, or a unit owner in a common interest community is completed within ten days after receiving the request. Clarifies that any violation of a mandatory provision of the State's condominium law by a board or its officers and members is a per se violation of the board's fiduciary duty. Provides safe harbor for a board member who votes for compliance during a board meeting. (SD1)
Establishes the University of Hawaii Promise Program to provide scholarships for the unmet direct cost needs of qualified students enrolled at any campus of the University of Hawaii system or any community college campus. Appropriates funds to establish and implement the program. (SB1162 HD1)
Requires that all mandatory fees charged by a transient accommodation operator to a guest or resort time share vacation plan manager to an occupant be included in the gross rental or gross rental proceeds for purposes of the transient accommodations tax. Requires operators and plan managers to identify optional fees that are not subject to the transient accommodations tax to guests and occupants when rental rates and services are disclosed or discussed.
Requires research facilities to make available for adoption healthy cats and dogs that the research facility determines are suitable for adoption and are no longer needed for research. Authorizes research facilities to contract with local animal rescue organizations to facilitate the adoption of the cats and dogs. (SD1)
Allows the HHFDC to negotiate leases for multi-family residential, commercial, and mixed-use projects on public lands for terms in excess of sixty-five years but not exceeding ninety-nine years. Gives the lessee a right of first refusal following a public auction at the termination of the lease; provided that the lessee matches the highest lease rental bid offered. (SD1)
