Establishes a 5-year Hale Kokua pilot project under the Hawaii Housing Finance and Development Corporation to reduce homelessness by incentivizing and assisting private homeowners who set aside existing dwelling units, or construct new or improve existing dwelling units, for rental by families and individuals classified as homeless under the project. Requires interim and final reports to the legislature. Repealed on 7/1/2023. (SD1)

Prohibits a person from intentionally or knowingly manufacturing, importing, installing, reinstalling, distributing, selling, or offering for sale any counterfeit supplemental restraint system component, nonfunctional airbag, or airbag that does not meet federal safety requirements. Prohibits a person from intentionally or knowingly selling, offering for sale, installing, or reinstalling in a motor vehicle any device that causes the motor vehicle's diagnostic systems to fail to warn that the motor vehicle is equipped with a counterfeit supplemental restraint system component or nonfunctional airbag or that no airbag is installed, as applicable. Clarifies the intent of the small business regulatory review board's power when reviewing state and county administrative rules that impact small businesses.
Requires a purchaser or transferee to execute a sea level rise hazard exposure statement with every sale or transfer of real estate that acknowledges that the purchaser or transferee has looked at the appropriate sea level rise hazard exposure map and accepts risks of purchasing or accepting a transfer of property that is at risk of climate-related exposure. Clarifies the process, including payment obligations, mediation requirements, and triggers for further default, where a condominium unit owner and association reach a payment plan to resolve a nonjudicial foreclosure. Establishes procedures that provide condominium owners with the right to submit disputed legal fees, penalties or fines, late fees, lien filing fees, or other charges, except for common expense assessments, to the mediation process prior to payment.
Makes an appropriation to the department of accounting and general services to conduct a study relating to the rehabilitation and renovation of the state capitol reflecting pool.
