RELATING TO PAYDAY LENDING.

Transitions from lump sum deferred deposit transactions to installment-based small dollar loan transactions. Specifies various consumer protection requirements for small dollar loans. RELATING TO CHILD SAFETY.

Authorizes child abuse and neglect reports for incidents confirmed by the Department of Human Services that occur in group child care homes or group child care centers to be disclosed to parents or guardians of children enrolled in the home or center at the time of the alleged abuse or neglect or to parents or guardians who have applied or requested to enroll their children in the home or center. Effective 7/1/2050. (SD1)

RELATING TO CARE FACILITIES.

Authorizes the Department of Health to investigate care facilities reported to be operating without an appropriate certificate or license. Prohibits patient referrals and transfers to uncertified and unlicensed care facilities. Establishes penalties for violations. Effective 1/1/2050. (SD2)

RELATING TO PRESCRIPTIVE AUTHORITY FOR CERTAIN CLINICAL PSYCHOLOGISTS.

Authorizes and establishes procedures and criteria for prescriptive authority for clinical psychologists who meet specific education, training, and registration requirements.  Requires the Board of Psychology to report to the Legislature prior to the Regular Session of 2021. (SB384 HD1)

RELATING TO EMERGENCY MANAGEMENT.

Requires the owners of buildings open to the public to provide shelter to visiting members of the public in cases of emergency or disaster. RELATING TO THE EMPLOYEES' RETIREMENT SYSTEM.

Requires the employees' retirement system to divest its investment portfolio of coal, oil, and gas companies within an unspecified number of years and to report certain information to the legislature. Takes effect 1/1/2045. (SD1)

RELATING TO SENIOR CITIZENS.

Establishes a senior citizen higher education access pilot program at the University of Hawai‘i at Hilo. Requires a report to the Legislature before the Regular Session of 2024. Repeals June 30, 2024. (SD1)

RELATING TO SUICIDE PREVENTION TRAINING.

RELATING TO THE ENVIRONMENTAL COURTS.

Exempts all proceedings relating to parking violations under certain administrative rules from the exclusive, original jurisdiction of the environmental courts. Effective 7/1/2035. (SD1)
