RELATING TO EXPUNGEMENT.

Requires the court to automatically seal or remove from the Judiciary's publicly accessible database any information relevant to the arrest or case of a person for whom an expungement order has been entered. Requires the Judiciary and the Examiner of Drivers to no longer include dismissed traffic citations in public driver's records.

RELATING TO DRIVER'S LICENSES.

Requires an applicant for a driver's license or renewal of a driver's license to designate whether the applicant wishes to be an organ donor in the event of the applicant's death by providing a "yes" or "no" response. Requires the examiner of drivers to design and provide an informational brochure about organ donation to each applicant for driver's license or driver's license renewal.

RELATING TO THE HAWAII STATE LIBRARY SYSTEM.

Appropriates funds for hiring five technical support positions for the Hawaii State Library System to assist patrons in navigating computers and the Internet.

RELATING TO SEX TRAFFICKING.

Specifies that the penalty for sex trafficking shall be payment of a fine of no less than $50,000 but no more than $100,000, and a definite term of imprisonment of up to 20 years without the possibility of a suspended sentence, probation, or parole. Provides that consent to sexual conduct is not a defense. Defines "sexual conduct". Provides that a minor who reports that the minor is a victim of sex trafficking shall not be subject to criminal liability.

RELATING TO THE EMPLOYEES RETIREMENT SYSTEM.

Authorizes a court to order the forfeiture of all of the Employees' Retirement System (ERS) benefits of an ERS member, former member, or retirant upon conviction of the individual for a felony related to the State or county employment of the individual. Prohibits designated beneficiaries convicted of a felony under the same set of circumstances as the member, former member, or retirant who was subject to forfeiture of ERS benefits from receiving benefits.

RELATING TO CONSUMER DATA PROTECTION.

Establishes a framework to regulate controllers and processors with access to personal consumer data. Establishes penalties. Establishes a new consumer privacy special fund. Appropriates moneys.

RELATING TO AQUACULTURE.

Establishes the Shellfish Sanitation Act to be administered by the Department of Agriculture's Division of Animal Industry Aquaculture and Livestock Support Services Branch. Transfers certain positions, records, and equipment from the Department of Health to the Department of Agriculture.

RELATING TO LAND USE.

Authorizes county land use decision—making authorities to amend district boundaries involving certain land areas: (1) greater than fifteen acres, but not more than twenty-five acres, if the land areas are proposed for reclassification to the urban district, contiguous to an urban district, and at least sixty per cent of the land areas will be dedicated for the development of affordable housing; and (2) greater than thirty-five acres, but not more than fifty acres, if located in a county with a total land acre greater than four thousand square miles. Requires the counties to approve or deny applications for district boundary amendments within ninety days.
