Permits counties to adopt ordinances permitting developers to make a cash payment of fifteen per cent of the gross revenue of the development in lieu of providing the required reserved housing under the county's affordable housing program. Specifies the HCDA may permit cash payments of fifteen per cent of the gross revenue of the development project in lieu of providing reserved housing.

Requires that each county agency responsible for enforcing its respective building code be accredited by the International Accreditation Service.

Requires a tenant to disclose to a landlord their ownership of a service animal. Provides for a penalty for a tenant's failure to disclose.
Requires state or county agencies to issue discretionary permits for housing development projects that meet certain requirements within sixty days of receipt of a permit application deemed to be complete by the receiving state or county agency.
Requires the Hawaii Health Systems Corporation to create a plan to incorporate modern computed tomography equipment at Kau Hospital by July 1, 2024. Requires a report to be delivered to the legislature no later than twenty days prior to the convening of the Regular Session of 2023.
