Amends the Hawaii Constitution to require the State and its subdivisions to plan the production of sufficient housing inventory to meet demand in their management of population growth.

Increases the conveyance tax on real property valued at $2,000,000 or higher. Requires that certain moneys from the collection of conveyance tax be paid into the Early Learning Special Fund. Requires that moneys paid into the Early Learning Special Fund from the collection of conveyance tax be used for early care and learning programs. Appropriates funds to the Preschool Open Doors Special Fund. Appropriates funds for early childhood apprenticeship programs.
Offers legal immunity to persons who buy or sell sexual services who report criminal activity that leads to an investigation of potential felonies.
Increases from 45 days to 90 days the deadline by which county legislative bodies shall approve certain housing projects supported by the Hawaii Housing Finance and Development Corporation. Establishes that certain housing projects shall not be exempt from an environmental assessment.
Adds the chairperson of the Hawaiian Homes Commission or the chairperson's designee to the Commission on Water Resource Management as an ex officio voting member. Increases the number of commission members from seven to eight.
Imposes a fee for selling sugar-sweetened beverages at the distributor level. Creates a special fund and trust fund into which revenues are deposited, the proceeds of which shall fund programs to prevent obesity and chronic disease for Hawaii's Ohana. Establishes the healthy ohana advisory committee. Makes appropriations.
Prohibits the issuance of warrants, including no-knock warrants, that permit entry by an officer to a house, store, or other building without first audibly declaring the officer's office and business. Requires law enforcement officers serving an arrest warrant at a house or a search warrant at a house, store, or other building to audibly declare the officer's office and business and wait at least thirty seconds for compliance before entry. Requires officers serving a warrant to do so while wearing an authorized uniform and activated body-worn video camera.
Increases the dollar amounts of estimated construction costs for work done to certain structures that are exempt from the requirement that plans be prepared by a licensed professional engineer or architect.
Requires counties to adopt rules allowing religious and educational institutions to build housing units on land they own regardless of current zoning restrictions if the housing is either for Hawaii residents who are owner or renter occupants and own no other real property, or affordable housing.
Requires for each draft environmental assessment and draft environmental impact statement a public hearing in the community directly affected by the underlying proposed action.
