RELATING TO FARM DWELLINGS.

Prohibits the construction of new farm dwellings on agricultural park lots. Prohibits residence within an unpermitted farm dwelling. Authorizes inspections.

RELATING TO ENVIRONMENTAL PROTECTION.

Appropriates funds for the construction and operation of non-chemical sunscreen dispensers on all state beaches to alleviate the damaging effects of chemical-based sunscreen on reef ecosystems.

RELATING TO PRETRIAL RELEASE.

Establishes a presumption that a person charged with a crime is entitled to unconditional release unless proven otherwise. Requires the consideration of nonfinancial conditions of release before bail is ordered.

RELATING TO PUBLIC LANDS.

Prohibits the Department of Land and Natural Resources from approving any land disposition to the United States military that allows for or facilitates any military training activities on the subject lands. Requires that any lease or lease extension between the State and the US Department of Defense or branches of the US military include certain provisions, including an acknowledgement that the State retains authority over all environmental matters within its jurisdiction. Provides that violation of state or federal environmental law, or any law, rule, or order on a matter affecting the health and safety of the State's residents, shall be grounds for terminating the lease. Prohibits the State from leasing public lands to or extending the lease of the US Department of Defense or any branch of the US military if the department or branch is noncompliant with any environmental order, consent decree, or memoranda of agreement, or any law, rule, or order on a matter affecting residents' health and safety.

RELATING TO EARLY RELEASE OF INMATES.

Requires the court to enter a protective order against a convicted inmate if the inmate is granted a motion for early release pursuant to an emergency order.

RELATING TO EMPLOYMENT AGENCIES.

Requires a talent agency to provide educational materials regarding sexual harassment prevention, retaliation, and reporting resources and nutrition and eating disorders to artists represented by the talent agency. Requires proof of compliance as part of licensure renewal. Requires, as a condition for a minor to be employed in theatrical employment, that the minor and the minor's parent or legal guardian receive and complete sexual harassment training.

PROPOSING AN AMENDMENT TO ARTICLE V, SECTION 2, OF THE HAWAII STATE CONSTITUTION TO REQUIRE THE GUBERNATORIAL NOMINEE OF EACH POLITICAL PARTY TO SELECT THE PARTY'S LIEUTENANT GOVERNOR NOMINEE.

Proposes an amendment to article V, section 2, of the Hawaii State Constitution to require that each gubernatorial nominee appoint a person from the same political party as a running mate for Lieutenant Governor in the general election.

RELATING TO EDUCATION.

Establishes a primary promise pilot program within the Department of Education. Requires the Department to identify elementary schools having low literacy rates or a disproportionate number of students reading below grade level. Appropriates moneys to hire teachers and instructional aides to provide instruction to students in grades K-3 who read below grade level in those identified schools. Sunsets 6/30/2025.
