Authorizes the appropriate county land use decision-making authority to determine district boundary amendments involving land areas over fifteen acres but less than or equal to fifty acres if the county has adopted an ordinance that meets certain requirements.

Prohibits the counties from imposing a real property tax on land or land improvements used for the production or storage of renewable energy that is sold to an electric utility. Permits a county to impose an annual fee of up to $1,000 per megawatt of nameplate AC capacity generated by a renewable energy project that is actively producing and selling energy to an electric utility and sited on real property within that county.
Establishes limitations on the mandatory and voluntary work hours for registered nurses and licensed practical nurses. Effective 1/1/2023.
Removes the monetary cap for the amount of conveyance taxes collected that shall be paid into the land conservation fund.
Expands the definition of power-generating facilities for purposes of environmental impact statements to include wood-burning facilities.
Increases fines for aquarium fishing violations. Clarifies that each ray or shark taken in violation of fishing rights and regulations constitutes a separate offense.
Prohibits the denial of temporary disability benefits based on the amount of sick leave credits accrued prior to disability.
Requires the Public Utilities Commission to render decisions on certain power purchase agreement applications within one hundred and eighty days of the filing of the application. Exempts certain power purchase agreement amendments from the Public Utilities Commission review and approval process. For ratemaking proceedings, requires the Public Utilities Commission to complete its deliberations and issue its decision before six months from the date a public utility has filed its application for approval. Effective June 30, 2022.
Provides that where public access is required as a condition of a subdivision, either the county must accept dedication of and maintain the access or identify an entity to own and maintain the access. Authorizes the county to require the subdivider to establish a stewardship fund for maintenance purposes. Takes effect 1/1/2023.
Amends penalties for violations of laws and administrative rules governing boating and ocean recreation by aligning penalties with the severity of the prohibited conduct. Clarifies that imposition of civil or criminal penalties does not preclude the imposition of administrative fines.
