RELATING TO LAND MANAGEMENT.

Repeals certain board approval requirements for transfers of certain public lands classified for agricultural use by the Department of Land and Natural Resources to the Department of Agriculture. Clarifies that lands classified for agricultural use to include intensive agricultural, special livestock, and pasture uses. Requires the Department of Agriculture to accept the transfer of lands in pasture use by the Department of Agriculture. Requires the Department of Agriculture, prior to offering a lease, to inquire with the Department of Land and Natural Resources regarding any easements required for access to landlocked forest reserves or other assets on the lands subject to the lease. Requires approval from the Board of Land and Natural Resources and the Board of Agriculture before removing pasture lands for reforestation, or other public purposes. Requires the Department of Land and Natural Resources Division of Forestry and Wildlife to submit a realistic and funded action plan for reforestation on current pasture lands. Requires a 1year notice to land lessees or permittees prior to approved withdrawal. Effective 7/1/2050. (SD2)

RELATING TO BEHAVIORAL HEALTH SERVICES.

Appropriates funds for fiscal year 2022-2023 to accommodate the anticipated increase in the volume of calls to Hawaii CARES Crisis Helpline following the transition of the National Suicide Prevention Lifeline's dial code to "988" on July 16, 2022. Effective 1/1/2050. (SD1)

RELATING TO THE UNIFORM PARENTAGE ACT.

Extends and modifies the task force established to recommend amendments to the Hawaii Revised Statutes to update existing parentage laws that reflect outdated, cisheteronormative concepts of families, parenthood, and parental rights to December 31, 2022. (SD1)

RELATING TO PRETRIAL RELEASE.

Requires the court to impose a no contact order against a pretrial detainee if the detainee is granted a motion for pretrial release; provided that the charged crime pertains to the complaining witness; provided further that the complaining witness has a protective order against the pretrial detainee and the court is aware of the protective order. RELATING TO THE DEPARTMENT OF AGRICULTURE.

Appropriates moneys to the Department of Agriculture for the control and mitigation of the two-lined spittlebug and for recovery efforts for lands damaged by the two-lined spittlebug. Requires a report to the Legislature. Effective 7/1/2050. (SD1)

RELATING TO CORRECTIONS.

Restricts the use of solitary confinement in state-operated and state-contracted correctional facilities, with certain specified exceptions. Requires the Department of Public Safety to use appropriate alternatives to solitary confinement for inmates who are members of a vulnerable population. Defines "member of a vulnerable population." Requires a report to the Legislature.

RELATING TO INDEPENDENT LEGAL COUNSEL.

Allows the Department of Hawaiian Home Lands to retain independent legal counsel as needed. Authorizes the Department of Hawaiian Home Lands to use the services of the Attorney General as needed and when the interests of the State and the Department of Hawaiian Home Lands are aligned. Provides that funds owed to independent legal counsel shall be paid by the State. Takes effect 7/30/2075. (SD1)

RELATING TO CONTRACTOR PRACTICES.

Prohibits contractors from offering to pay or rebate, or promising to pay or rebate, an insured's property or casualty insurance deductible. Prohibits contractors from representing or negotiating, or offering or advertising to do so, on behalf of an insured in an insurance claim. Specifies violations are unfair methods of competition and unfair or deceptive acts or practices. Allows insureds to rescind contracts with the contractors within five business days after the date the contract is executed. Requires contractors to provide certain forms to an insured, prior to entering into a contract. Takes effect 7/30/2075. (SD2)

RELATING TO CRIMES ON AGRICULTURAL LANDS.

Imposes mandatory minimum terms of imprisonment for certain offenses against property rights committed when on agricultural land. Appropriates funds to the Department of the Attorney General to establish a Statewide Agricultural Theft Task Force. Effective 7/30/2075. (SD1)
