Provides that a law enforcement officer has a duty to intervene if the law enforcement officer reasonably believes that another law enforcement officer is using unnecessary or excessive force on an arrestee. Requires the law enforcement officer to report the incident to the fellow law enforcement officer's supervisor. Requires relevant departments to submit annual reports to the Legislature. (SD2)
Allows the University of Hawaii to enter into contracts with the Research Corporation of the University of Hawaii for the purposes of supporting or facilitating sponsored research and training activities, or for advancing innovation and entrepreneurship in the State using funds appropriated by the Legislature. Requires the university to consult with pexclusive representatives to review conformance of positions with exceptions to collective bargaining for the purpose of employment of personnel that involve a state program or state employee. Retains the Research Corporation of the University of Hawaii's ability to maintain contracts related to invasive species control or eradication. Effective 7/1/2050. (SD2)
Prohibits health insurance companies from denying coverage on the basis of gender identity if the policy covers the treatment for purposes other than gender transition. Requires insurance companies to provide applicants and insured persons with clear information about the coverage of gender transition services, including the process for appealing a claim denied on the basis of medical necessity. Eliminates the University of Hawaii Board of Regents Candidate Advisory Council. Authorizes the Governor to directly appoint members to the University of Hawaii Board of Regents. Effective 7/30/2075, and upon ratification of a Constitutional amendment. (SD2)
Requires a court to sentence a person convicted of violating a temporary restraining order, injunction or restraining order, or order of protection during the term of a stay-at-home order imposed by the State or a county in which the violation occurred to a mandatory minimum jail sentence of not less than thirty days and fined no less than $500 and no more than $3,000. Takes effect 7/30/2075. (SD1)
Requires the Department of Health to submit a request, as allowed by federal code, to the United States Department of Education to allow parents of children with a disability to continue receiving early intervention services after the child turns three years of age and until the child enters kindergarten. Appropriates funds to the Department of Health to plan, prepare, and implement the Part C option. Effective 1/1/2050. (SD2)
